MINUTES Informational Meeting Tuesday, November 14, 2023, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Greg Neitzert, Curt Soehl, Pat Starr Council Members Absent: Sarah Cole, Alex Jensen, Rich Merkouris, Marshall Selberg Council Member Curt Soehl called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Siouxland Heritage Museum Board: Thursday, November 2, 2023 (Council Member Starr) Councilor Pat Starr talked about a new cooking display at the Museum and a new cookbook that is available for sale at the Museum gift shop. The Museum has also received an anonymous $150,000 endowment donation to continue with the maintenance and preservation of historical items for Minnehaha County. B. Urbanized Development Commission (UDC): Thursday, November 11, 2023 (Council Members: Barranco, Merkouris, Neitzert, Starr) Council Member David Barranco talked about the passed plans for improving statewide transit and unanimous election of leadership. He was elected Vice Chair. 3. Councilor Remarks There were none. 4. Presentations A. Transit RFP Update by Jeff Eckhoff, Director of Planning and Building Services Presentation: Approximately 20 minutes followed by discussion Jeff Eckhoff, Director of Planning and Building Services, Alex Lavoie, Chief Operating Officer for Via; and Emily Shapiro, Acting General Manager for Sioux Area Metro Services, gave a presentation on the Transit RFP Update (presentation attached).  Discussion followed regarding: processing hybrid rides vs. fixed route rides and buses; fleet ownership; improving efficiencies with with bus usage; paratransit usage; the On Demand software system vs. the new software system and timeline; the upcoming transition and communication with the community; and how to deal with driver shortages. 5.
