MINUTES Informational Meeting Tuesday, November 21, 2023, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Sarah Cole, Alex Jensen, Rich Merkouris, Greg Neitzert, Marshall Selberg, Curt Soehl Council Members Absent: Pat Starr Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. Councilor Remarks Council Member Alex Jensen spoke about the need for added discussion regarding a Child Care Coordinator position. He said the Council's Regulatory Oversight Committee will spend three to four months discussing the topic. Council Member Curt Soehl spoke about the upcoming Legislative Breakfast. Council Member Greg Neitzert spoke about the Child Care Coordinator position; holding committee meetings; speaking at the upcoming Planning Commission Meeting regarding billboard issues, and presenting an ordinance to the Council in December. Jensen provided an update regarding the zoo and taxidermy; and said additional information should be coming forward by the end of the year. Soehl asked Selberg for an update on Novem-Burn. Selberg said that there are 13 contestants participating in the Operation Hope fundraiser. The grand finale will be next week. 3. Presentations A. 22-04 Vendor Setup & Maintenance by Ryan Lauseng, Internal Auditor Presentation: Approximately 5 minutes followed by discussion Ryan Lauseng, Internal Auditor, gave a presentation regarding the 22-04 Vendor Setup & Maintenance Internal Audit (presentation attached). There was no discussion. B. Parks & Recreation Update by Mike Patten, Parks Planning and Projects Manager Presentation: Approximately 20 minutes followed by discussion Mike Patten, Parks Planning and Projects Manager, Tom Poulos, CEO of Williams Architects/Aquatics, and Adam Barnett, Principal Architect with JL G Architects, gave a Parks and Recreation Update focusing on Reimagining Frank Olson Park and the Kuehn Park Master Plan (presentation attached). Discussion followed regarding: Mentimeter used for voting on the priority of items at Kuehn Park; the wish for an indoor and outdoor water space at Kuehn Park; the need to present the core concepts to the neighborhood; the need to take a holistic look at the park's creation; the public's desire for a pool at Frank Olson Park, but not to include use of the facility by a swim team; the need for a fitness opportunity; the need to work on both the Capital and Program Budgets at the same time; the timeline for both projects and the urgency to bring them before the sitting Council; the use of a Charrette for the Frank Olson project; when would bids and construction start for both projects; the need for a sports court; additional polling needed for fitness, and conversations with current fitness facilities; what kind of date is needed for a market study to be done for pools/gyms; concerns regarding noise at a possible outdoor entertainment venue and passive play area; when will discussions be held regarding naming rights, sponsorship packages, and public/private partnerships; and satisfaction with public input and the timeline for both projects. 4. Public Comment There was none. 5. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Vice-Chair Merkouris and seconded by Council Member Jensen to enter Executive Session at 5:07 p.m., for the for the purpose of Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3). Roll call vote to enter Executive Session. 7 Yes: Barranco, Cole, Jensen, Merkouris, Neitzert, Selberg, Soehl; 0 No: (None). Motion Passed. 6.
