MINUTES Informational Meeting Tuesday, December 5, 2023, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Sarah Cole, Alex Jensen, Rich Merkouris, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr (left at 4:12 p.m.) Council Members Absent: None Council Member Marshall Selberg called the meeting to order at 4 p.m. 2. Councilor Remarks Council Member Alex Jensen spoke on the Delbridge Brockhouse Collection Working Group having a meeting before December 24, 2023; what the meeting is about; and that the working group could bring something forward to the Council in the coming months. Council Member Rich Merkouris spoke about the City being the host of the 2024 County, School, City Joint Conversation Meetings that occur monthly, and that the meetings begin at 7:30 a.m. He would like feedback from the Council, on exploring any interests, in moving the meetings to noon to increase attendance. 3. Presentations A. Updated Housing Study by Logan Penfield, Housing Development Manager; Dr. Suzanne Smith, Associate Vice President of Enterprise Data Analytics and Augustana Research Institute Presentation: Approximately 20 minutes followed by discussion Logan Penfield, the Housing Development Manager for the City of Sioux Falls, and Dr. Suzanne Smith, Associate Vice President of Enterprise Data Analytics and Augustana Research Institute, gave a presentation on the updated housing study (presentattion attached). Following the presentation, there was discussion based on the presentation; and questions asked by Council were answered by the presenters. B. 2024 Legislative Priorities Discussion by Jim David, Chief of Legislation & Policy; Jenna Harris, Policy Advisor Presentation: Approximately 10 minutes followed by discussion  Jim David, Chief of Legislation & Policy, and Jenna Harris, Policy Advisor, gave a presentation on the 2024 Legislative Priorities Discussion (presentation attached). Discussion on legislative priorities followed the presentation, and questions from the Council were answered by the presenters. There was additional discussion on how the Council could set its 2024 legislative priorities. 4. Public Comment There were none. 5.
