MINUTES Informational Meeting Tuesday, December 19, 2023, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Sarah Cole (arr. 4:05 p.m.), Alex Jensen, Rich Merkouris, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr (arr. 4:01 p.m.) Council Members Absent: None Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. South Eastern Council of Governments (SECOG): Wednesday, December 13, 2023 (Council Members Soehl and Starr) Council Member Curt Soehl provided the update for the recent SECOG meeting. 3. Councilor Remarks Council Member Alex Jensen provided an update on the Mayor's Delbridge Museum Brockhouse collection meeting; and the need to find solutions for the closing of the Apple Tree daycare centers. Council Vice Chair Rich Merkouris spoke about the Council's Budget Analyst providing a recap of the Citizens Survey in an upcoming email. Council Member Greg Neitzert spoke about Jensen and Merkouris' advocacy work on the Delbridge Museum task force; and on visiting Family Park with a member of the Soo Foo Dog Association. Selberg stated that the Executive Session was canceled. 4. Presentations A. November 2023 Monthly Financial Statements by Shawn Pritchett, Director of Finance Presentation: Approximately 20 minutes followed by discussion  The November 2023 Monthly Financial Statements was presented by Shawn Pritchett, Director of Finance (presentation attached). Following the presentation, there was some discussion and questions from the Council, which were answered by Pritchett. B. Economic Development Partners by Ryan Oines, USD Discovery District; and Bob Griggs, President Southeast Technical College Presentation: Approximately 20 minutes followed by discussion The Economic Development Partners presentation was presented by representatives from Southeast Tech, Dr. Bob Griggs, President, Dr. Ben Valdez, Vice President of Academic Affairs, and Steve Williamson, Foundation Director; and from the USD Discovery District, Ryan Oines (presentations attached). Following the presentation there was some discussion and questions from the Council, which were answered by the presenters. 5. Public Comment There was none. 6. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) The Executive Session was canceled. 7.
