MINUTES Informational Meeting Tuesday, January 2, 2024, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Sarah Cole, Alex Jensen, Rich Merkouris, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: None Council Member Marshall Selberg called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. South Dakota Municipal League Board of Directors: Wednesday, December 13, 2023 (Council Member Jensen) Council Member Dave Barranco gave the report from the South Dakota Municipal League Board of Directors Meeting. B. Audit Committee: Wednesday, December 13, 2023 (Council Members: Barranco (Chair), Jensen, Merkouris, Neitzert) Council Member Barranco gave the report from the Audit Committee meeting. C. Regulatory Oversight Committee: Tuesday, January 2, 2024 (Council Members: Jensen (Chair), Merkouris, Neitzert, Barranco) Council Member Alex Jensen gave the report from the Regulatory Oversight Committee Meeting. 3. Councilor Remarks Council Member Pat Starr commented on "Bridging the Gap" and its programs. Council Member Rich Merkouris spoke on "Coffee with the Councilors" for 2024. Council Member Alex Jensen comnmented on the idea that Council and the Regulatory Oversight Committee look at the policy and usage statistics of downtown surface parking lots for development opportunities, and information gathering on the impact of "Shape Places" and communication to property owners. 4. Presentations A. Family and McKennan Park Master Plan Updates by Don Kearney, Director of Parks and Recreation Presentation: Approximately 20 minutes followed by discussion Don Kearney, Director of Parks and Recreation, gave an introduction to the presentation. Mike Patton, Parks and Recreation Parks Planning and Project Manager, and David Locke, Stockwell, gave the presentation on McKennan Park and Family Park (presentation attached). Public Comment was moved ahead of Councilor questions and comments. Following Public Comment, there was some discussion and questions from the Council were answered by presenters. 5. Public Comment Kristin Phipps spoke on the off-leash dog area of Family Park and the proposed road through the park. Don Molstead spoke on the off-leash dog area and keeping it open without bike trails and roads. Charlene Roth spoke on privacy and safety concerns over the expansion on Family Park. Megan Klumper spoke on the park survey and statistics. Matthew Klumper spoke about the proposed road through the park. Ritchie Hutchinson spoke on the proposed plans for Family Park. Erika Iverson spoke on the off-leash areas and thanked the families for donating the land. 6. Adjournment The meeting was adjourned at 5:32 p.m. Jermery J. Washington, City Clerk
