MINUTES Informational Meeting Tuesday, March 5, 2024, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Sarah Cole, Alex Jensen (arr. 4:45 p.m.), Rich Merkouris, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: None Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. South Dakota Municipal League Board of Directors: Tuesday, February 6, 2024 (Council Member Jensen) Council Member David Barranco gave the report for the South Dakota Municipal League Board of Directors meeting. 3. Councilor Remarks Barranco congratulated Internal Auditor Ryan Lauseng on his certification. Selberg gave a reminder that the next Council Press Conference is on March 19, 2024. 4. Presentations A. Housing Needs Fund (6 Month Update) by Logan Penfield, Housing Development Manager Presentation: Approximately 15 minutes followed by discussion Logan Penfield, Housing Development Manager, gave an introduction to the presentation and introduced Jeff Nelson, Accessible Housing Advisory Board Chair. Nelson spoke on the advisory board and expressed gratitude to the Council for the funding offered for housing; he also thanked Selberg for his service on the Advisory Board Committee. Penfield gave an update on the Housing Needs Fund (presentation attached to the meeting agenda).  Following the presentation, there was some discussion and questions were answered by Penfield and Mike Anderson, Chief Operating Officer for Inter-Lakes Community Action Partnership (ICAP). B. Homelessness Street Outreach Update by Michaela Seiber, CEO, Urban Indian Health Presentation: Approximately 15 minutes followed by discussion Jenna Harris, Policy Advisor, gave a background of the outreach program and introduced Michaela Seiber, CEO, Urban Indian Health. Seiber introduced the members of the Wo'okiye Project and gave an update on the Street Outreach Program (presentation attached to the agenda). Discussion followed the presentation and questions were answered by Seiber. 5. Public Comment Sierra Broussard spoke on the outreach project's funding, training, and overall presence in the community. 6.
