MINUTES Informational Meeting Tuesday, May 21, 2024, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Miranda Basye, Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: Sarah Cole Council Vice Chair Rich Merkouris called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Urbanized Development Commission (UDC): Thursday, May 9, 2024 (Council Members: Barranco, Merkouris, Neitzert, Starr) Council Member David Barranco provided a brief explanation of the UDC and its purpose; stated that he is the interim chair of the committee; and reviewed items from their recent meeting. 3. Councilor Remarks Council Member Curt Soehl provided an update of the recent Coffee with Council event. 4. Presentations A. April 2024 Monthly Financial Statements by Shawn Pritchett, Director of Finance Presentation: Approximately 10 minutes followed by discussion Shawn Pritchett, Director of Finance, presented the April 2024 Monthly Financial Statements. The topics discussed included: Unemployment; Job Openings & Unemployment (City MSA); Inflation; YTD Building Permit Valuations; Sioux Falls YTD Residential Permits (Units); Sales Tax Growth (Less Audits); Sales Tax Collections (Year-Over-Year Monthly Growth); Entertainment Tax Growth (Less Audits); Industry Taxable Sales Data; Lodging Tax Receipts; Bid Tax Receipts; General Fund - YTD Revenues; General Fund - YTD Expenditures; and the National Opioid Settlement Funds. Discussion followed and Pritchett answered questions from the Council.  B. Introduction to Michelle Treasure, Homelessness Services Coordinator by Michelle Treasure, Homelessness Services Coordinator; and Jenna Harris, Policy Advisor Presentation: Approximately 5 minutes followed by discussion Michelle Treasure, Homelessness Services Coordinator, provided a brief update on what she has been doing in her role. She spoke about the information she is working on collecting; and the different organizations that she is working with. Discussion followed and Treasured answered questions from the Council. 5.
