MINUTES Informational Meeting Wednesday, June 5, 2024, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Miranda Basye, Sarah Cole, Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: None Council Chair Curt Soehl called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Operations Committee: Monday, June 3, 2024 (Council Members: Jensen (Chair), Cole, Neitzert, Soehl) Council Vice Chair Rich Merkouris reported that the Operations Committee met on Monday to review a resolution regarding choosing a newspaper for legal notifications. 3. Councilor Remarks Council Member Richard L. Thomason stated that Sioux Falls will be the site, in 2025, for the Olympic Curling Trials. 4. Presentations A. SAM Transit Redesign by Jeff Eckhoff, Director of Planning & Development Services; Joe Martin, Partner Success Director for Via Presentation: Approximately 15 minutes followed by discussion Jeff Eckhoff, Director of Planning and Development Services, provided a brief history of the Sioux Falls transit system; and the changes that Via has made to transit. Joe Martin, Partner Success Director for Via, provided a recap of the Sioux Area Metro 2024 Focus, the 2024 results, and SAM Reimagined: Proposed Service Changes (presentation attached to agenda). Discussion followed with questions from the Council being answered by the presenters. B. Railyard Development by Dustin Powers, Business Development Coordinator; Jake Christensen, President, Christensen Development Presentation: Approximately 15 minutes followed by discussion Dustin Powers, Business Development Coordinator, began the presentation of the Railyard Development, by reviewing the vision and goals for the project. He also reviewed the development status of parcels A - E. Powers then spoke of the next steps for the development plan (presentation attached to the agenda). Jake Christensen, President of Christensen Development, provided a brief history of his firm; provided the goal and vision of the development plan; spoke about why Sioux Falls; mentioned the development team; the scope of the project; financial details; project timelines; and investment strategy. Discussion follwed with questions from the Council being answered by the presenters. 5. Public Comment Sierra Broussard spoke about the need for workforce housing downtown. 6.
