MINUTES Informational Meeting Tuesday, July 16, 2024, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Miranda Basye, Sarah Cole, Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: None 2. Councilor Remarks Council Chair Curt Soehl recognized the City interns in the audience. 3. Presentations A. Annual Ambulance Report and Rate Increase by Joe Kippley, Health Director Presentation: Approximately 15 minutes followed by discussion Joe Kippley, Health Director, provided information regarding the City's contract with PatientCare EMS Ambulance service. He spoke about how PCEMS complied in the following areas: response time performance, clinical performance, system improvements, workforce stability, pricing compliance, and reporting compliance. A 3.4% rate increase is being proposed through ordinance. Kippley introduced Joshua Brumwell, Chief Operating Officer for PCEMS. Brumwell presented the annual ambulance contract performance report (presentation attached to agenda). Discussion followed with questions from the City Council being answered by Brumwell. 4. Public Comment There was none. 5. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3)  B. Discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor pursuant to SDCL 1-25- 2(1) A motion was made by Council Vice-Chair Merkouris and seconded by Council Member Barranco to enter Executive Session at 4:29 p.m. for the purpose of Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3); and discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor pursuant to SDCL 1-25-2(1). Roll call vote to enter Executive Session. 8 Yes: Barranco, Basye, Cole, Merkouris, Sigette, Soehl, Spellerberg, Thomason; 0 No: (None). Motion Passed.
