MINUTES Informational Meeting Tuesday, October 22, 2024, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Richard L. Thomason, David Barranco, Sarah Cole (arr. 4:12 p.m.), Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg Council Members Absent: Miranda Basye Council Chair Curt Soehl called the meeting to order at 4 p.m. 2. Councilor Remarks There were none. 3. Presentations A. Phillips Avenue Parking Ordinance by Jennifer Sigette, City Council Presentation: Approximately 15 minutes followed by discussion Councilor Jennifer Sigette gave a presention regarding a proposed South Phillips Avenue Parking Ordinance (presentation attached to the agenda). Following the presentation, Councilors questions were answered by Sigette and Heath Hofteizer, Traffic Operations Engineer. 4. Public Comment Joe Kirby, a Downtown resident, expressed support of the proposed ordinance. Rep. Kadyn Wittman, a Downtown resident, spoke about how long-vehicles impede the flow of traffic and how the proposal would provide for greater pedestrian safety. Joe Batcheller, president of Downtown Sioux Falls, said the Board of Directors for DTSF met and expressed concerns regarding out-of-towners and the need for a comprehensive communication plan. 5.
