MINUTES Informational Meeting Wednesday, October 16, 2024, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Miranda Basye, Sarah Cole, Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: None Council Chair Curt Soehl called the meeting to order at 4 p.m. 2. Councilor Remarks Councilor Miranda Basye invited everyone to attend Coffee with a Councilor at 10 a.m. on Saturday at the Oak View Library. Soehl also welcomed the Council's new Budget Analyst Jody Moss to the meeting. 3. Presentations A. September 2024 Monthly Financial Statements by Shawn Pritchett, Director of Finance Presentation: Approximately 10 minutes followed by discussion Shawn Pritchett, Director of Finance, gave a report on the September 2024 monthly financial statements (presentation attached to the agenda). Following the presentation, Councilor questions were answered by Pritchett. 4. Public Comment There was none. 5. Executive Session A. Discussing information pertaining to the protection of public or private property and any person on or within public or private property specific to any vulnerability assessment or response plan intended to prevent or mitigate criminal acts, and any emergency or disaster response plans or protocols, safety or security audits or reviews, or lists of emergency or disaster response personnel or material; pursuant to SDCL 1-25-2(6) and h).  A motion was made by Council Member Merkouris and seconded by Council Member Barranco to enter Executive Session at 4:31 p.m. for discussing information pertaining to the protection of public or private property and any person on or within public or private property specific to any vulnerability assessment or rsponse plan intended to prevent or mitigate criminal acts; and any emergency or disaster response plans or protocols, safety or security audits or reviews, or lists of emergency or disaster response personnel or material; pursuant to SDCL 1-25-2(6) and h). Roll call vote to enter Executive Session. 8 Yes: Barranco, Basye, Cole, Merkouris, Sigette, Soehl, Spellerberg, Thomason; 0 No: (None). Motion Passed. 6.
