MINUTES Informational Meeting Tuesday, January 7, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Miranda Basye, Sarah Cole, Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: None Meeting called to order at 3 p.m. by Council Chair Curt Soehl. 2. Committee/Commission Reports A. Audit Committee: Wednesday, December 18, 2024 (Council Members: Barranco (Chair), Merkouris, Sigette, Spellerberg) Council Member David Barranco gave the report from the December 18, 2024 Audit Committee Meeting. 3. Councilor Remarks 4. Presentations A. Real Time Information Center by Jon Thum, Police Chief Presentation: Approximately 15 minutes followed by discussion Jon Thum, Police Chief, gave a presentation on the Real Time Information Center (presentation attached to the agenda), statistics, technology, and potential benefits. Following the presentation, there was some discussion and questions asked by the Council were answered by Thum. 5. Public Comment There was a public comment given in support of the Real Time Information Center and technology. 6. Executive Session A. Discussing information pertaining to the protection of public or private property and any person on or within public or private property specific to any vulnerability  assessment or response plan intended to prevent or mitigate criminal acts, pursuant to SDCL 1-25-2(6)(a) B. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Vice-Chair Merkouris and seconded by Council Member Basye to enter Executive Session at 4:33 p.m. for the purpose of discussing information pertaining to the protection of public or private property and any person on or within public or private property specific to: Any vulnerability assessment or response plan intended to prevent or mitigate criminal acts; and any emergency or disaster response plans or protocols, safety or security audits or reviews, or lists of emergency or disaster response personnel or material; pursuant to SDCL 1-25-2(6)(a) and (h); and for the purpose of Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). Roll call vote to enter Executive Session. 8 Yes: Barranco, Basye, Cole, Merkouris, Sigette, Soehl, Spellerberg, Thomason; 0 No: (None). Motion Passed. 7.
