MINUTES Informational Meeting Tuesday, February 11, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Miranda Basye, Sarah Cole (arr. 4:05 p.m.), Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: None Meeting called to order at 4 p.m. by Council Chair Soehl. 2. Committee/Commission Reports A. South Dakota Municipal League Board of Directors: Tuesday, February 4, 2025 (Council Member Thomason) Councilor Richard L. Thomason gave the report from the South Dakota Municipal League Board of Directors Meeting. 3. Councilor Remarks Councilor Miranda Basye spoke about the upcoming "Coffee with the Councilors" on Saturday, March 15, 2025. Soehl made some remarks on the Minnesota Twins baseball team spring training and upcoming season. 4. Presentations A. Proposed Wastewater Charge Transition by Mark Cotter, Director of Public Works; and Ryan Johnson, Utility Administrator, Engineering Presentation: Approximately 30 minutes followed by discussion Mark Cotter, Director of Public Works, gave an introductory overview of the presentation, then introduced Ryan Johnson, Utility Administrator. Johnson gave a presentation on wastewater system capacity charges (presentation attached to the agenda). Following the presentation, questions asked by the Council were answered by Johnson. 5. Public Comment There was public comment given on the proposed wastewater charge transition, and how it looks from a land developer perspective. 6.
