MINUTES Informational Meetng Tuesday, March 4, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Miranda Basye, Sarah Cole, Rich Merkouris, Jennifer Sigette, Curt Soehl, Richard L. Thomason Council Members Absent: David Barranco, Ryan Spellerberg 2. Councilor Remarks Soehl noted that the Summit League Basketball Tournament starts this week - Wednesday to Sunday. He also noted that Augustana Vikings Hockey is competing for the Conference Championship on Friday, Saturday and Sunday. Council Member Basye stated that she and Soehl would be hosting Coffee with the Councilor on Saturday, March 15, at the downtown library, 200 North Dakota Avenue, at 9:00 a.m. 3. Presentations A. EMS System Assessment by Joe Kippley, Public Health Director; and Thomas Moore, Consultant with Fitch and Associates Presentation: Approximately 20 minutes followed by discussion Director Joe Kippley, Public Health Director, gave an introductory overview of the presentation, and then introduced Thomas Moore, Consultant with Fitch and Associates. Moore gave a presentation on the EMS System Assessment (presentation attached to the agenda). Following the presentation, questions asked by the Council were answered by Kippley and Moore. 4. Public Comment There was pulic comment give on the current EMS System and the changes in the environment over the years. 5. Executive Session  A. Preparing for contract negotiations or negotiating with employees or employee representatives pursuant to SDCL 1-25-2(4) A motion was made by Council Vice-Chair Merkouris and seconded by Council Member Barranco to enter Executive Session at 4:45 p.m. for the purpose of discussing the preparation for contract negotiations or negotiating with employees or employee representatives pursuant to SDCL 1-25-2(4). Roll call vote to enter Executive Session. 6 Yes: Basye, Cole, Merkouris, Sigette, Soehl, Thomason; 0 No: (None). Motion Passed. 6.
