Informational Meeting

MINUTES Informational Meeting Tuesday, May 20, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco (arr. 4:01 p.m.), Miranda Basye, Sarah Cole (arr. 4:01 p.m.), Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg Council Members Absent: Richard L. Thomason Council Chair Curt Soehl called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Urbanized Development Commission (UDC): Thursday, May 15, 2025 (Council Members: Barranco, Basye, Cole, Thomason) Councilor Miranda Basye provided the UDC meeting report. She said there were minor adjustments made to items like the Public Participation Plan, for the Transportation Improvement Program. Basye also stated that the final draft for the Harrisburg Trails Plan and Expansion Plan were approved. B. Operations Committee: Tuesday, May 20, 2025 (Council Members: Merkouris (Chair), Barranco, Basye, Soehl) Councilor Rich Merkouris provided the Operations Committee report. He said the committee recommended The Dakota Scout as the designated newspaper for the next two years. They also discussed updates to the Policies and Procedures Manual and the City Council's draft budget. 3. Councilor Remarks Soehl mentioned that it was World Bee Day. He clarified that National Bee Day is on August 16th. 4. Presentations A. April 2025 Financial Presentation by Shawn Pritchett, Director of Finance Presentation: Approximately 10 minutes followed by discussion  Shawn Pritchett, Director of Finance, provided the April 2025 Financial presentation (presentation is attached to the agenda). Discussion followed with questions from the City Council being answered by Pritchett and Tim Konda, Budget Officer. B. Mid Year Financial Outlook by Shawn Pritchett, Director of Finance Presentation: Approximately 10 minutes followed by discussion Pritchett provided the Mid Year Financial Outlook (presentation attached to the agenda). Discussion followed with questions from the City Council being answered by Pritchett. 5. Public Comment There was none. 6. Executive Session A. Discussing information pertaining to the protection of public or private property and any person on or within public or private property specific to cyber security plans, computer, communications network schema, passwords, or user identification names, pursuant to SDCL 1-25-2(6)(d) The Executive Session was canceled. 7.
