MINUTES Informational Meeting Tuesday, May 27, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Miranda Basye, Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: Sarah Cole Meeting called to order at 4 p.m. by Council Chair Rich Merkouris. 2. Councilor Remarks There were none. 3. Presentations A. City Council Elections by Councilor Rich Merkouris Presentation: Approximately 15 minutes followed by discussion Merkouris gave a presentation on the City's elections (presentation attached to the agenda). Following the presentation, questions asked by the Council were answered by Merkouris, the City Attorney, and the City Clerk. 4. Public Comment There were none. 5. Executive Session A. Preparing for contract negotiations or negotiating with employees or employee representatives pursuant to SDCL 1-25-2(4) B. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Member Sigette and seconded by Council Member Soehl to enter Executive Session at 4:27 p.m. for the purpose of preparing for  contract negotiations or negotiating with employees or employee representatives pursuant to SDCL 1-25-2(4), and consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). Roll call vote to enter Executive Session. 7 Yes: Barranco, Basye, Merkouris, Sigette, Soehl, Spellerberg, Thomason; 0 No: (None). Motion Passed. 6.
