MINUTES Informational Meeting Tuesday, June 3, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Miranda Basye, Sarah Cole, Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: None Meeting called to order at 4 p.m. by Council Chair Rich Merkouris. 2. Councilor Remarks Council Member David Barranco made remarks about the positive public feedback and thoughtful suggestions that he received regarding the 2026 election decision. 3. Presentations A. Frank Olson Design Update by Mike Patten, Park Development Manager Presentation: Approximately 30 minutes followed by discussion Don Kearney, Director of Parks and Recreation; Jackie Nelson, Recreation Manager; Chad Kucker, Principal, Confluence; and Tedd Stromswold, Principal, Williams Architecture gave a joint presentation on the Frank Olsen design update (presentation attached to the agenda). Following the presentation, there was some discussion about some details of the design, and the questions asked by the Council were answered by the presenters and Tom Poulos, CEO/Managing Principal, Williams Architecture. 4.
