MINUTES Council Working Session Tuesday, June 10, 2025 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Present: David Barranco, Miranda Basye, Sarah Cole, Rich Merkouris, Jennifer Sigette, Richard L. Thomason Absent: Curt Soehl, Ryan Spellerberg Council Chair Rich Merkouris called the working session to order at 4:00 p.m. Merkouris noted audio difficulties and said the handheld microphone would be used. Note: Due to unforeseen technical difficulties, recorded audio starts at the 13:10 mark. 2. Discussion Topic(s) A. Proposed 2026 Budgeted Subsidies and Process Shawn Pritchettt, Director of Finance, provided opening remarks regarding subsidies. Brittany Hanson, Program Director for Forward Sioux Falls, and Janet Kittams, Chief Executive Officer for the Helpline Center, provided descriptions of the services their organizations provide and the purposes of their requested amounts. Questions asked by the Council were answered by Hanson and Kittams. (Copies of their handouts are attached to the agenda.) Pritchett continued with the presentation for subsidies covering: Economic Objectives, History, Outcomes, Proposed Changes, At-Risk Populations, Culture, Arts and Community Programming; Economic Vitality and Growth; and the Timeline.
