MINUTES Informational Meeting Tuesday, June 17, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Miranda Basye, Sarah Cole, Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: None Council Chair Rich Merkouris called the meeting to order at 4 p.m. 2. Councilor Remarks Council Member Miranda Basye spoke about the recent Whittier Neighborhood Association neighborhood cleanup; and that the Granite Valley Neighborhood Association and Parks Department celebrated the addition of soccer goals. 3. Presentations A. May 2025 Financial Presentation by Shawn Pritchett, Finance Director Presentation: Approximately 10 minutes followed by discussion Shawn Pritchett, Director of Finance, gave the May 2025 Financial Presentation (the presentation is attached to the agenda). Discussion followed with questions asked by the Council being answered by Pritchett. B. Arts Commission Update by Jennifer Hoesing, Chair City Arts Commission; and Maren Engel, Arts Coordinator Presentation: Approximately 15 minutes followed by discussion Jennifer Smith Hoesing, Chair City Arts Commission, provided background history regarding the commission (presentation attached to the agenda). Maren Engle, Arts Coordinator, provided the Arts and Culture update. Discussion followed with question asked by the Council being answered by Engle and Vaney Hariri, Arts Commission member. 4. Public Comment  There was no public comment. 5. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Member Sigette and seconded by Council Member Cole to enter Executive Session for the purpose of Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3) at 4:45 p.m. Roll call vote to enter Executive Session. 8 Yes: Barranco, Basye, Cole, Merkouris, Sigette, Soehl, Spellerberg, Thomason; 0 No: (None).
