MINUTES Informational Meeting Tuesday, June 24, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Miranda Basye, Sarah Cole, Rich Merkouris, Jennifer Sigette, Curt Soehl, Richard L. Thomason Council Members Absent: Ryan Spellerberg Council Chair Rich Merkouris called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. South Eastern Council of Governments (SECOG): Wednesday, June 18, 2025 (Council Members Basye and Sigette) Council Vice Chair Jennifer Sigette gave the report from the June 18, 2025 South Eastern Council of Governments Meeting. B. Riverline Steering Committee: Monday, June 23, 2025 (Council Member Merkouris) Merkouris gave the report from the Riverline Steering Committee meeting that was rescheduled toTuesday, June 24, 2025 3. Councilor Remarks Councilor David Barranco made remarks about the feedback he's received from the public. 4. Presentations A. EMS Franchise Update by Joe Kippley, Public Health Director Presentation: Approximately 15 minutes followed by discussion Joe Kippley, Public Health Director presented an update on the ambulance franchise (presentaton attached to the agenda). Following the presentation, there was some discussion, and the questions asked by the Council were answered by Kippley and Matt McAreavey, Fire Chief. 5. Public Comment  There were none. 6.
