MINUTES Informational Meeting Tuesday, July 1, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Miranda Basye, Sarah Cole, Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: David Barranco Meeting called to order at 4 p.m. by Council Chair Rich Merkouris. 2. Committee/Commission Reports A. Experience Sioux Falls - BID Board: Tuesday, June 24, 2025 (Council Member Thomason) Councilor Richard L. Thomason gave the report from the June 24th Experience Sioux Falls Board Meeting. 3. Councilor Remarks Councilor Curt Soehl gave some remarks about the American Jump Rope Championships at Augustana University. Councilor Miranda Basye gave some remarks about tickets being available for the Olympic Curling Trials in Sioux Falls. 4. Presentations A. Parks System Master Planning Process by Mike Patten, Park Development Manager Presentation: Approximately 20 minutes followed by discussion Don Kearney, Director of Parks and Recreation, Will Younger, Principal, PROS Consulting, and Ryan Murray, Assistant Director of Community Research, ETC Institute, gave a presentation on the Parks System Master Planning process (presentation attached to the agenda). Following the presentation, questions asked by the Council were answered by Kearney, Younger, Murray, and Brett Kollars, Assistant Director of Parks and Recreation.  B. Credit Card Processing Fees by Shawn Pritchett, Director of Finance Presentation: Approximately 10 minutes followed by discussion Shawn Pritchett, Director of Finance, gave a presentation on credit card processing fees (presentation attached to the agenda). Following the presentation, questions asked by the Council were answered by Pritchett. 5. Public Comment There was public comment given on: bringing diversity into recreation centers; planning and development of parks; and parking fees and parking meters in front of City Center. 6.
