MINUTES Council Working Session Tuesday, July 8, 2025 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Present: David Barranco, Miranda Basye, Sarah Cole, Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Meeting was called to order at 4 p.m. by Council Chair Rich Merkouris. 2. Discussion Topic(s) A. 2026 South Dakota Legislative Session Jim David, Chief Administrative Officer gave a background and update of the 2025 Legislative Priorities, and some 2026 Legislative ideas (presentation attached to the agenda). 3. Open Discussion Tthere was some discussion by the Council on legislative ideas and next steps, and questions asked by the Council were answered by David and Shawn Pritchett, Director of Finance. 4.
