MINUTES Informational Meeting Tuesday, July 15, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Rich Merkouris, Jennifer Sigette, Ryan Spellerberg, Richard L. Thomason, David Barranco, Miranda Basye Council Members Absent: Sarah Cole, Curt Soehl Council Chair Rich Merkouris called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Urbanized Development Commission (UDC): Thursday, July 10, 2025 (Council Members: Barranco, Basye, Cole, Thomason) Council Member Miranda Basye provided the UDC committee report. B. Siouxland Heritage Museum Board: Thursday, July 10, 2025 (Council Member Soehl) Council Vice Chair Jennifer Sigette provided the Siouxland Heritage Museum Board meeting committee report. 3. Councilor Remarks There were none. 4. Presentations A. Shape Sioux Falls 2050 Update by Chris Shires, Principal and Vice President of Confluence; and Kevin Smith, Assistant Director of Planning and Development Services Presentation: Approximately 15 minutes followed by discussion Kevin Smith, Assistant Director of Planning and Development Services, began the presentation and introduced Chris Shires (presentation attached to the agenda). Shires, Principal and Vice President of Confluence, provided the Shape Sioux Falls 2050 Update.  Following the presentation, questions asked by the City Council were answered by Shires. B. 2050 Budget Outlook and Revenue Modeling by Shawn Pritchett, Finance Director Presentation: Approximately 15 minutes followed by discussion Shawn Pritchett, Director of Finance, provided an introduction of the 2050 Budget Outlook and Revenue Modeling presentation and of Tim Konda, Budget Officer (presentation attached to the agenda). Konda provided the presentation. Pritchett wrapped up the presentation. Following the presentation, questions asked by the Council were answered by Pritchett and Konda. 5.
