MINUTES Informational Meeting Tuesday, September 16, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Sarah Cole, Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: David Barranco, Miranda Basye The meeting was called to order at 4 p.m. by Council Chair Rich Merkouris. 2. Committee/Commission Reports A. Urbanized Development Commission (UDC): Thursday, September 11, 2025 (Council Members: Barranco, Basye, Merkouris, Soehl) Report not given at this time. 3. Councilor Remarks Council Member Curt Soehl reported he attended the South Dakota Hall of Fame ceremonies on Saturday night and stated that former Mayor Mike Huether was inducted into the Hall of Fame. 4. Presentations A. August 2025 Financial Presentation by Shawn Pritchett, Finance Director Presentation: Approximately 15 minutes followed by discussion Shawn Pritchett, Finance Director, gave a presentation on the August 2025 financial status (presentation attached to the agenda). Following the presentation, questions asked by the Council were answered by Pritchett and Tim Konda, Budget Officer. 5. Public Comment There was none. 6. Executive Session A. Discussing information pertaining to the protection of public or private property and any person on or within public or private property specific to any vulnerability assessment or response plan intended to prevent or mitigate criminal acts; and any emergency or disaster response plans or protocols, safety or security audits or reviews, or lists of emergency or disaster response personnel or material; pursuant to SDCL 1-25-2(6)(a) and (h)”. B. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Member Sigette and seconded by Council Member Cole to enter Executive Session at 4:25 p.m. to discuss information pertaining to the protection of public or private property and any person on or within public or private property specific to any vulnerability assessment or response plan intended to prevent or mitigate criminal acts; and any emergency or disaster response plans or protocols, safety or security audits or reviews, or lists of emergency or disaster response personnel or material; pursuant to SDCL 1-25-2(6)(a) and (h) and to consult with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3).. Roll call vote to enter Executive Session. 6 Yes: Cole, Merkouris, Sigette, Soehl, Spellerberg, Thomason; 0 No: (None). Motion Passed. 7.
