MINUTES Informational Meeting Tuesday, September 23, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Miranda Basye, Sarah Cole, Rich Merkouris, Jennifer Sigette, Ryan Spellerberg, Richard L. Thomason Council Members Absent: Curt Soehl Council Chair Rich Merkouris called the meeting to order at 4 p.m. He noted that there was a quorum present and that Council Member Curt Soehl was absent. 2. Councilor Remarks Council Member Ryan Spellerberg commented that he had 37 questions ready, just in case, to make up for Soehl's absence. 3. Presentations A. Proposed Revisions to the Sales Tax Refund Program by Dustin Powers, Business Development Coordinator Presentation: Approximately 15 minutes followed by discussion Dustin Powers, Business Development Coordinator, gave the presentation for the Proposed Revisions to the Sales Tax Refund Program (presentation is attached to the agenda). Following the presentation, questions asked by the Council were answered by Powers. 4. Public Comment There was none. 5.
