Charter Revision Commission Meeting
Wednesday, September 24, 2025 at 4:00 PM
Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104
1. Call To Order
Commission Members Present: Catherine Dekkenga, Eric Erickson, Anne Hajek,
Rick Kiley, Carl Zylstra
Commission Members Absent: None
Commission Chair Ann Hajek called the meeting to order at 4 p.m.
2. Introduction

B. Organization and Background Information
The members of the Charter Revision Commission introduced themselves and
the organization and background information were discussed.
3. Recognition of Service of Commission Member Larry Long
Former Commission Member Larry Long was recognized for his service. Long
expressed his appreciation for the time he served on the Commission.
4. Election of Chair and Vice Chair
A motion was made by Commission Member Zylstra and seconded by
Commission Member Erickson to move to elect Anne Hajek as Chair and
Catherine Dekkenga as Vice Chair of the Charter Revision Commission.
Voice vote to move. 5 Yes: Dekkenga, Erickson, Hajek, Kiley, Zylstra; 0 No:
(None). Motion Passed.
5. Approval of Minutes
A. January 8, 2024
A motion was made by Commission Member Kiley and seconded by
Commission Member Erickson to approve the minutes of January 8, 2024.
Voice vote to approve. 5 Yes: Dekkenga, Erickson, Hajek, Kiley, Zylstra; 0 No:
(None). Motion Passed.
6. New Business
A. Outline of Commission Meeting Timeline
After discussion, the following dates were selected for the future Charter
Revision Commission Meetings: October 22, November 19, and December 17.
City Attorney Dave Pfeifle advised that the Commission Report to Council would
be due approximately February 9, 2026.
B. Consideration of Process and Format Regarding Charter Amendment Proposals
by Commission Members, City Officials, and the Public
After discussion, the decision was made to discuss the following sections as
indicated. If needed, additional discussion and review can be used in January
for an extra Charter Revision Commission Meeting.
October 22: Article I. Powers of the City; Article II. City Council; and Article III.
Mayor.
November 19: Article IV. Departments, Offices, and Agencies; Article V.
Financial Procedures; and Article VI. Elections.
December 17: Article VII. General Provisions; Article VIII. Charter Amendment;
and Article IX. Transition/Separability Provision.
C. Discussion of Future Meeting Dates
Covered in 6A.
D. Discussion of Guidelines for Public Input
Public Input will be 3 minutes per person. Staff will assist citizens if needed.
Discussion was held regarding alternative timelines for the meetings.
7. Public Input
George Haan spoke regarding Tax Increment Financing.
8. Adjournment
A motion was made by Vice Chair Dekkenga and seconded by Commission
Member Zylstra to adjourn the meeting at 4:30 p.m.
Roll call vote to adjourn. 5 Yes: Dekkenga, Hajek, Kiley, Zylstra, Erickson; 0 No:
(None). Motion Passed.
