MINUTES Informational Meeting Tuesday, October 7, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Sarah Cole, Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: David Barranco, Miranda Basye Meeting called to order at 4 p.m. by Council Chair Rich Merkouris. 2. Committee/Commission Reports A. Experience Sioux Falls - BID Board: Tuesday, September 23, 2025 (Council Members: Thomason) Councilor Richard L. Thomason gave the report from the September 23, 2025 Experience Sioux Falls - BID Board meeting. B. South Dakota Municipal League Board of Directors: Tuesday, September 30, 2025 (Council Members: Thomason) Thomason gave the report from the September 30, 2025 South Dakota Municipal League Board of Directors meeting. C. Fiscal Committee: Tuesday, October 7, 2025 (Council Members: Cole (Chair), Merkouris, Spellerberg, Thomason) Councilor Sarah Cole gave the report from the October 7, 2025 Fiscal Committee meeting. 3. Councilor Remarks Merkouris announced the 1-year work anniversary of Jody Moss, Budget Analyst. Councilor Curt Soehl presented a certificate and coin to Moss. 4. Presentations A. Recreation Trail Planning & Maintenance by Josh Johnson, Park Operations Manager; Mike Patten, Park Development Manager  Presentation: Approximately 15 minutes followed by discussion Mike Patten, Park Development Manager, gave a presentation on Recreation Trail Planning and Maintenance (presentation attached to the agenda). Following the presentation, questions asked by the Council were answered by Patten and Clint Metz, District Park Supervisor. B. Semi-Annual Public Safety Update by Jon Thum, Police Chief Presentation: Approximately 15 minutes followed by discussion Jon Thum, Police Chief, presented the Semi-Annual Public Safety update (presentation attached to the agenda). Following the presentation, questions asked by the Council were answered by Thum. 5. Public Comment There was public comment given on crime and security in the downtown area and its funding compared to other neighborhoods in Sioux Falls. 6.
