MINUTES Informational Meeting Wednesday, October 15, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Sarah Cole (via telecom), Rich Merkouris, Jennifer Sigette, Curt Soehl, Richard L. Thomason Council Members Absent: David Barranco, Miranda Basye, Ryan Spellerberg Meeting called to order at 4 p.m. by Council Chair Rich Merkouris. 2. Committee/Commission Reports A. Siouxland Heritage Museum Board: Thursday, October 9, 2025 (Council Members: Sigette, Soehl) Councilor Curt Soehl gave the report from the Siouxland Heritage Museum Board Meeting. 3. Councilor Remarks Soehl spoke about Olympic Curling trials coming to Sioux Falls. Councilor Jennifer Sigette spoke about White Cane Day. Councilor Richard L. Thomason spoke about two coaches from SD facing off in an NCAA football game. 4. Presentations A. Collaboration on Homelessness by Michelle Treasure, Homelessness Services Coordinator; Brandon Hanson, CEO, Downtown Sioux Falls Presentation: Approximately 20 minutes followed by discussion Michelle Treasure, Homelessness Services Coordinator, and Brandon Hanson, CEO, Downtown Sioux Falls, gave a presentation on collaboration on homelessness (presentation attached to the agenda). B. Minnesota Avenue Corridor by Andrew Berg, City Engineer Presentation: Approximately 10 minutes followed by discussion  Andy Berg, City Engineer, gave a presentation on the Minnesota Avenue Corridor project (presentation attached to the agenda). Following the presentation, questions asked by the Council were answered by Berg. 5. Public Comment There was public comment given on the priorities of funding for Downtown Sioux Falls versus other neighborhoods. 6. Adjournment The meeting was adjourned at 5:00 p.m. Jermery J.
