MINUTES Operations Committee Meeting Tuesday, November 7, 2023 at 2:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, South Dakota 57104 1. Call to Order Committee Chair Rich Merkouris called the meeting to order at 2 p.m. 2. Approval of Minutes A. Tuesday, July 18, 2023 A motion was made by Committee Member Selberg and seconded by Committee Member Soehl to approve the minutes of Tuesday, July 18, 2023. Voice vote to approve. Motion Passed. 3. Topics A. New City Council Position Merkouris lead the discussion regarding the proposed new full time City Council position called the Executive Assistant to the City Council. This position will free up the position of Chief of Legislation and Policy to focus on past and future legislation and policy, improve and impact citizen engagement, provide administrative support to the City Council office and maintain calendars and communications among city officials, community leaders, organizations and citizens. The initial job description was reviewed and agreed to by the members present. Merkouris stated the next step would be to modify the job description for the Chief of Legislation and Policy and then both job descriptions will be brought forward to the City Council for review and approval at a meeting in December, 2023. 4. Public Comment There was none. 5. Executive Session A. Discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term  "employee" does not include any independent contractor pursuant to SDCL 1-25- 2(1) A motion was made by Committee Member Barranco and seconded by Committee Member Selberg to enter Executive Session at 2:06 p.m. for the purpose of discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. Ther term, employee, does not include any independent contractor pursuant to SDCL 1-25- 2(1). Roll call vote to enter Executive Session. 4 Yes: Soehl, Merkouris, Selberg, Barranco; 0 No: (None). Motion Passed. 6. Adjournment Committee Chair Rich Merkouris adjourned the meeting at 2:17 p.m. Tamara Jorgensen, Assistant City Clerk
