MINUTES Operations Committee Meeting Tuesday, April 22, 2025 at 2:30 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, South Dakota 57104 1. Call to Order Present: Committee Member David Barranco, Committee Member Miranda Basye, Committee Chair Rich Merkouris, Committee Member Curt Soehl Absent: None Committee Chair Rich Merkouris called the meeting to order at 2:30 p.m. 2. Approval of Minutes A. Tuesday, October 15, 2024 A motion was made by Committee Member Barranco and seconded by Committee Member Basye to approve Operations Committee Minutes of Tuesday, October 15, 2024. Voice vote to approve. Motion Passed. 3. Topics A. 2024 City Council Policies and Procedures Updates Jim David, Chief Administrative Officer, gave a review of the updates to the Policies and Procedures Manual. There was discussion held on the proposed updates and some possible additions to the policy manual. The committee also provided guidance and directions to Council Staff for the updates to the manual. B. Designation of Official Newspaper Jermery Washington, City Clerk, spoke on some key dates regarding the Council adopting a resolution to select the official newspaper, and gave a brief background on the process of selecting an official newspaper. There was discussion on the process for selecting an official newspaper for the present year. Then the committee provided direction for Council Staff to proceed with requesting publishing information from the qualified newspaper entities in Sioux  Falls and adding a section to the Council Policies and Procedures Manual for the process of selecting an official newspaper. 4.
