MINUTES Operations Committee Meeting Thursday, January 29, 2026 at 2:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, South Dakota 57104 1. Call to Order Present: Committee Chair Jennifer Sigette, Committee Member David Barranco, Committee Member Rich Merkouris, Committee Member Curt Soehl Absent: None Operations Committee Chair Jennifer Sigette called the meeting to order at 2 p.m. 2. Approval of Minutes A. Tuesday, August 12, 2025 A motion was made by Committee Member Merkouris and seconded by Committee Member Barranco to approve the August 12, 2025 Operations Committee meeting minutes. Voice vote to approve. Motion Passed. 3. Topics A. City Council Policies & Procedures Updates 1. City Council Onboarding Plan 2. Employee Recognition 3. Travel Policy Jim David, Chief Administrative Officer, spoke in detail on the 3 areas of proposed updates to the City Council Policies and Procedures Manual: (1) City Council onboarding/orientation; (2) employee recognition; and (3) the Council travel policy (presentation attached to the agenda). Following the presentation, there was some discussion, and the questions asked by the committee were answered by David. B. § 30.013 Order of Business  David gave an overview of the order of business and the purpose of updating it. He mentioned that nothing was drafted at the time, but there would be something at a future Operations Committee meeting. Council Chair Rich Merkouris gave an example of how items on a posted agenda could be moved during the Council Meeting, and how interested members of the public may not be present at the time that the moved item would be heard by the Council. C. City Comparison List David spoke about standardizing the cities that are compared to the City of Sioux Falls, and how this also would be coming to a future Operations Committee meeting in the form of a resolution.
