Operations Committee Meeting

MINUTES Operations Committee Meeting Tuesday, March 10, 2026 at 2:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, South Dakota 57104 1. Call to Order Due to technical difficulties, the meeting began 5 minutes late. Meeting called to order at 3:05 p.m. by Committee Chair Jennifer Sigette. 2. Approval of Minutes A. Thursday, January 29, 2026 A motion was made by Committee Member Barranco and seconded by Committee Chair Merkouris to approve January 29, 2026 Operations Committee meeting minutes. Voice vote to approve. Motion Passed. 3. Topics A. City Council Policies & Procedures Updates Jim David, Chief Administrative Officer, gave a detailed explanation of the proposed City Council orientation proces on the following: City Government basic overview, initial onboarding, Council meetings/agenda overview, meeting with department leadership, and city tours/ride-alongs (presentation attached to the agenda). A motion was made by Committee Member Barranco and seconded by Committee Member Soehl to recommend approval of the City Council Policies and Procedures updates to the City Council. Roll call vote to recommend approval. 4 Yes: Soehl, Merkouris, Barranco, Sigette; 0 No: (None). Motion Passed. B. § 30.013 Order of Business David explained the update to the order of business (presentation attached to the agenda under Item 3A), and mentioned that the definition under Section (i) should state "...related resolution or motion...".  Council Chair Rich Merkouris gave further explanation on the intent of the change to the order of business. There was some additional discussion on the change to the order of business. A motion was made by Committee Chair Merkouris and seconded by Committee Member Barranco to recommend approval of the update to the Order of Business to the City Council. Roll call vote to recommend approval. 4 Yes: Soehl, Merkouris, Barranco, Sigette; 0 No: (None). Motion Passed. C. City Comparison List David spoke on the draft resolution and its intent to identify a consistent list of other cities to compare with the City of Sioux Falls (presentation attached to the agenda under Item 3A). He mentioned a few examples of items that are routinely compared with other cities, and then explained further details of the resolution. He spoke on the list of comparative cities provided by the Finance Department. Following the presentation, questions were asked by the committee were answered by Shawn Pritchett, Director of Finance. Further discussion followed about the list of cities/communities to compare to Sioux Falls and how to proceed with updating the resolution and bringing it forward tot to the Council. 4.
