Unofficial minutes to be approved at March 18, 2020 meeting February 19, 2020 A REGULAR MEETING OF THE SIOUX FALLS PARKS AND RECREATION BOARD was held on Wednesday, February 19, 2020, at 4 p.m. at the Kenny Anderson Community Center. Roll Call and Determination of Quorum Members present: Jim Stavenger, Ann Nachtigal, Todd Sundleaf, Mike Begeman, Mick Conlin, and Rick Weber. Members absent: Lorrae Lindquist. Parks and Recreation staff present: Don Kearney, Director of Parks and Recreation; Jackie Nelson, Administrative Manager; Tory Miedema, Park Development Specialist; Mike Patten, Park Development Specialist; and Rita Meyer, Administrative Assistant. Others present: Karen Leonard, City Attorney’s Office; Chad Kucker, Confluence. Approval of Minutes (January 29, 2020) A motion to approve the minutes was made by Begeman and seconded by Sundleaf. Motion passed unanimously with all present Board members voting yes. Public Input No public input. Report of Standing Committees The Marketing and Public Needs Committee met and discussed all items on the agenda. The Park System Planning and Development Committee met and discussed all items on the agenda. The Partnerships and Recreation Committee met and discussed all items on the agenda. Unfinished Business No unfinished business. Under New Business Gate Fee Applications—Tournaments: Nelson shared details about the application to charge gate fees at softball and baseball tournaments throughout the summer of 2020. A motion to recommend approval of the application was made by Nachtigal and seconded by Conlin. Motion passed unanimously with all present Board members voting yes. 1 February 19, 2020 Scheels Bike Stand Donation: Patten shared details of a bike repair station that Scheels will be donating to be placed along the recreation trail at Yankton Trail Park. After some discussion, a motion to approve the donation was made by Weber and seconded by Nachtigal. Motion passed unanimously with all present Board members voting yes. Kirby Dog Park at Fort Sod Master Plan: Patten and Chad Kucker shared details of the Master Plan for the Kirby Dog Park at Fort Sod. After some discussion, a motion to approve the master plan was made by Begeman and seconded by Sundleaf. Motion passed unanimously with all present Board members voting yes. Report of Director of Parks and Recreation Kearney shared that the Great Plains Zoo Executive Director has resigned, and we will work with the Zoo Board, as well as a national recruiting firm, to find a replacement for that position. Kearney also shared details about how the breaches at Family Park have been repaired and reinforced by our Public Works Department throughout this winter. This has helped us to maintain a continuous walking path all around the lake. Our EAB tree removal project is going well and is ahead of where we were last year at this time. The City Council did approve our Parks and Recreation Comprehensive Plan at a recent meeting. The last day our outdoor ice rinks were staffed for the season was February 17. Kearney shared details about last year’s surplus in the capital plan and that Parks and Recreation is able to use some of that surplus toward the chairlift at Great Bear, as well as some renovations to the Lion’s Den and Japanese Garden pergolas at Terrace Park.
