A REGULAR MEETING OF THE SIOUX FALLS PARKS AND RECREATION BOARD
was held on Wednesday, April 15, 2020, at 4 p.m., at the Carnegie Town Hall.
Roll Call and Determination of Quorum
Members present: Jim Stavenger, Ann Nachtigal, Todd Sundleaf, Mike Begeman, Mick
Conlin, Rick Weber and Lorrae Lindquist.
Members absent: none
Parks and Recreation staff present: Don Kearney, Director of Parks and Recreation;
Jackie Nelson, Administrative Manager; Mike Patten, Park Development Specialist; and
Rita Meyer, Administrative Assistant.
Others present: Karen Leonard, City Attorney’s Office; Chad Kucker, Confluence; Diane
Gildemaster, Mary Jo Wegner Arboretum.
Approval of Minutes (February 19,2020)
A motion to approve the minutes was made by Nachtigal and seconded by
Weber. Motion passed unanimously with all present Board members voting yes.
Public Input
No public input.
Report of Standing Committees
The Marketing and Public Needs Committee met and discussed all items on the
agenda. The Park System Planning and Development Committee met and
discussed all items on the agenda. The Partnerships and Recreation Committee
met and discussed all items on the agenda.

No unfinished business.
Under New Business
Policies and Guidelines Update: Nelson shared the updates to the Parks and
Recreation Policies and Guidelines. The most important changes include adding
details pertaining to the Levitt Application and Fee package that was approved by
this board earlier, as well as some Ordinance 95 fee changes. All reference to
the Veterans’ Advisory Board was also removed as that board was dissolved
earlier this year. A motion to approve updates was made by Lindquist and
seconded by Nachtigal. Motion passed unanimously with all present Board
members voting yes.

Memorial Bench Donations: Nelson shared details regarding two recent
donations received for park benches, one to be placed along the bike trail in
Yankton Trail Park and the other to be placed in Falls Park near the Queen Bee
Mill. A motion to approve donations was made by Weber and seconded by
Nachtigal. Motion passed unanimously with all present Board members voting
yes.
Mary Jo Wegner Arboretum Master Plan: Patten, Chad Kucker and Diane
Gildemaster shared details of the MJW Arboretum Master Plan. After some
discussion, a motion to approve the master plan was made by Weber and
seconded by Lindquist. Motion passed unanimously with all present Board
members voting yes.
Report of Director of Parks and Recreation
Kearney shared that bids have been received for the Kirby Dog Park as well as
for Phase 2 of the Terrace Park ballfield renovations. Both bids came in
significantly under budget. The self-assessment for CAPRA accreditation has
been submitted to the Commission for the Accreditation of Parks & Recreation
Agencies and Kearney explained the next steps needed to earn re- accreditation.
Only one percent of park and recreation agencies in the country are accredited.
SFPR was originally accredited in 2010, and reaccredited in 2015.
Reaccreditation is required every 5 years. Kearney also shared updates
regarding the COVID-19 pandemic as it relates to park usage.

There being no further business, Weber made a motion to adjourn. Meeting
adjourned.
