Unofficial minutes to be approved at the June 17, 2020 meeting May 20, 2020 A REGULAR MEETING OF THE SIOUX FALLS PARKS AND RECREATION BOARD was held on Wednesday, May 20, 2020, at 4 p.m., at the Carnegie Town Hall. Roll Call and Determination of Quorum Members present: Jim Stavenger, Ann Nachtigal, Todd Sundleaf, Mike Begeman, Mick Conlin, Rick Weber, and Lorrae Lindquist. Members absent: none Parks and Recreation staff present: Don Kearney, Director of Parks and Recreation; Kelby Mieras, Operations Manager; Mike Patten, Park Development Specialist; Tory Miedema, Park Development Specialist; and Rita Meyer, Administrative Assistant. Others present: Karen Leonard, City Attorney’s Office; Chad Kucker, Confluence; Carissa Dice, Sioux Falls Tennis Association; and Joe Sneve, Argus Leader. Approval of Minutes (April 15,2020) A motion to approve the minutes was made by Lindquist and seconded by Sundleaf. Motion passed unanimously with all present Board members voting yes. Public Input No public input. Report of Standing Committees The Marketing and Public Needs Committee met and discussed all items on the agenda. The Park System Planning and Development Committee met and discussed all items on the agenda. The Partnerships and Recreation Committee met and discussed all items on the agenda. Unfinished Business No unfinished business. Under New Business 2021–2025 CIP: Patten thanked the Board for their input with putting together the Capital Improvements Plan and shared a summary of some of the larger projects in the plan. After some discussion, a motion to approve the CIP was made by Conlin and seconded by Weber. Motion passed unanimously with all present Board members voting yes. After some discussion, a motion to approve the master plan was made by Nachtigal and seconded by Lindquist. Motion passed unanimously with all present Board members voting yes. Sioux Falls Tennis Association Memorandum of Understanding: Miedema shared details of the MOU with the SFTA constructing tennis courts at Tomar Park, and how it ties in with the Tomar Park Master Plan. After some discussion, a motion to approve the MOU was made by Weber and seconded by Nachtigal. Motion passed unanimously with all present Board members voting yes. Brandon School District Joint Park/School Site Development Agreement: Miedema shared details of the agreement with the Brandon School District for a new park/school site being developed at East 41st Street and South Sparta Avenue. A motion to recommend approval was made by Lindquist and seconded by Begeman. Motion passed unanimously with all present Board members voting yes. Application to Charge Entry Fee—Nike Heartland XC Regional: Mieras shared details of application to charge an entry fee for an upcoming event to be held at Yankton Trail Park. A motion to accept the application was made by Nachtigal and seconded by Sundleaf. Motion passed unanimously with all present Board members voting yes. Dunham and Legacy FAST Usage Agreement: Mieras shared details of the usage agreement with the Falls Area Single Track group for the construction and maintenance of single track trails to be developed at Dunham and Legacy Parks. After some discussion, a motion to approve was made by Conlin and seconded by Begeman. Motion passed unanimously with all present Board members voting yes. Barry Grieve Memorial Tree Donation: Mieras shared details of the donation of a tree to be planted in memory of Barry Grieve at the Fred Dawley Park/Rosa Parks Elementary site. A motion to accept the donation was made by Weber and seconded by Sundleaf. Motion passed unanimously with all present Board members voting yes. Kayak Rack Donation from Sioux Empire Paddlers: Mieras shared details of the donation of a kayak rack to be placed at the farm field access point at 57th Street and Western Avenue. After some discussion, a motion to accept the donation was made by Lindquist and seconded by Nachtigal. Motion passed unanimously with all present Board members voting yes. A motion to accept the donations was made by Nachtigal and seconded by Begeman. Motion passed unanimously with all present Board members voting yes. Report of Director of Parks and Recreation Patten shared that the construction of the Buffalo Wall at Sherman Park is essentially complete. Patten also shared that construction has started on the Kirby Dog Park at Fort Sod. Miedema shared that the Sherman Park wedding gazebo construction has started and the updated wedding venue should be complete and open again for weddings later this summer. Miedema also shared details of some playcourt replacements at Towne One Park and Prairie Trail Park, as well as some various bridge repairs being completed after last year’s flooding. Kearney shared that during this COVID-19 crisis, usage of our parks and trails is up significantly as people are anxious to be outside. He shared that while our outdoor pools will be closed this summer, efforts are being ramped up to provide additional programming opportunities for the summer. The Washington Pavilion and the Great Plains Zoo will work with Parks to provide access to their facilities for individuals who would typically receive free or reduced access to our pools. Programming and hours at our community centers will also be expanded, as well as additional outdoor playground programming. Kearney also shared staffing information for the season, and that a decision regarding summer leagues during this pandemic will be made by May 29. Items Added After the Agenda Deadline None.
