Unofficial minutes to be approved at the September 16, 2020 meeting August 19, 2020 A REGULAR MEETING OF THE SIOUX FALLS PARKS AND RECREATION BOARD was held on Wednesday, August 19, 2020, at 4 p.m., at the Sanford Pentagon. Roll Call and Determination of Quorum Members present: Jim Stavenger, Ann Nachtigal, Todd Sundleaf, Mick Conlin, Rick Weber, and Lorrae Lindquist. Members absent: Mike Begeman Parks and Recreation staff present: Don Kearney, Director of Parks and Recreation; Jackie Nelson, Administrative Manager; Kelby Mieras, Operations Manager; and Rita Meyer, Administrative Assistant. Others present: Sharla Svennes, City Attorney’s Office and Chris Hill, Municipal Band Director. Approval of Minutes (May 20,2020) A motion to approve the minutes was made by Nachtigal and seconded by Lindquist. Motion passed unanimously with all present Board members voting yes. Public Input Chris Hill, Director of the Municipal Band, shared some history of the band with the Board. Report of Standing Committees The Marketing and Public Needs Committee met and discussed all items on the agenda, as well as the Comp Plan Recommendation Work Plan Update, Municipal Band, and construction project updates including the Kirby Dog Park ribbon cutting scheduled for later this month. The Park System Planning and Development Committee met and discussed all items on the agenda. Under New Business Application to Charge Entry Fee—Swim Meets: Nelson shared details of applications to charge entry fees for three upcoming fall/winter swim meets. After some discussion, a motion to approve the applications was made by Weber and seconded by Conlin. Motion passed unanimously with all present Board members voting yes. 1 Unofficial minutes to be approved at the September 16, 2020 meeting August 19, 2020 Fall Park Board Tour: Kearney shared details being planned for the Fall Park Board tour, to take place on September 16, 2020. This tour happens twice a year with Board members to keep them up to speed on park locations and facilities. The Board agreed to tour the following locations: Terrace Park West, Kirby Dog Park, Family Park, the new land donated by the Unzelmans, and the Cherry Creek Trail Corridor. Report of Director of Parks and Recreation: Kearney shared details of the prior day’s budget hearing with the City Council, with much of that discussion centering around the Municipal Band. There was also some budget discussion around potentially making Hayward Park a more comprehensive park for the neighborhood. Operations at the Midco® Aquatic Center are gearing up for Phase 3 of the reopening plan after Labor Day, which will include relaxing some restrictions while still keeping staff and patrons safe. Darwin Wolf, sculptor for the Rich Greeno Sculpture, has removed the sculpture to make some structural reinforcements and will return it soon. Nelson shared details of Community Center operations from the summer, programming going into the fall season, and details of how the school district will be reopening as it relates to COVID-19. Nelson and Mieras shared a recap of summer staffing details, as well as ramping up hiring staff for fall/winter needs. Mieras shared an update on EAB. Tree removals for 2020 are ahead of schedule, and will continue after Labor Day. Park staff is currently working to grind stumps. Several parks also still have ash trees that will be removed this fall. Five hundred trees were planted in the parks this year, with plans to plant 500 trees in the parks in 2021 as well, in an effort to reforest the park system.
