Parks and Recreation Board Meeting

Unofficial minutes to be approved at the February 17, 2021 meeting January 20, 2021 A REGULAR MEETING OF THE SIOUX FALLS PARKS AND RECREATION BOARD was held on Wednesday, January 20, 2021, at 4 p.m. at the Prairie Green Clubhouse. Roll Call and Determination of Quorum Members present: Jim Stavenger, Ann Nachtigal, Todd Sundleaf, Mick Conlin, and Brooke Wegener. Members absent: Mike Begeman and Rick Weber. Parks and Recreation staff present: Don Kearney, Director of Parks and Recreation; Jackie Nelson, Administrative Manager; Kelby Mieras, Operations Manager; Mike Patten, Park Development Specialist, and Rita Meyer, Administrative Assistant. Others present: Karen Leonard, City Attorney’s Office; Nancy Halverson, Levitt Sioux Falls. Approval of Minutes (December 16, 2020) A motion to approve the minutes was made by Nachtigal and seconded by Sundleaf. Motion passed unanimously with all present Board members voting yes. Public Input No public input. Report of Standing Committees The Marketing and Public Needs Committee met and discussed all items on the agenda, as well as the McKennan Park Master Plan. The Park System Planning and Development Committee met but no report was available The Partnerships and Recreation Committee met and discussed all items on the agenda, as well as the McKennan Park Master Plan, the Tuthill House, and Municipal Band. Unfinished Business No unfinished business. Under New Business Jennifer Kirby Dance Floor Commemorative Designation Application: Patten shared details of the proposed application from the Friends of Levitt Shell Sioux Falls to name the concrete pad in front of the stage as the “Jennifer Kirby Dance Floor.” This commemorative designation is in honor of the work Jennifer Kirby has done for the Levitt. A motion to recommend approval of the application was made by Wegener and seconded by Conlin. Motion passed unanimously with all present Board members voting yes. Bike Trail Easements with Ellis & Eastern Railroad: Mieras shared details of the proposed easements for two areas in which the bike trail passes under the railroad. A motion to approve the easements was made by Nachtigal and seconded by Sundleaf. Motion passed unanimously with all present Board members voting yes. Report of Director of Parks and Recreation: Kearney and Nachtigal shared details about the Municipal Band Task Force. Nachtigal is the board representative on this task force. The task force has met three times and is recommending transferring the management of the Municipal Band to the Washington kh001 1 January 20, 2021 Pavilion. This is a good fit for the band as the Pavilion is the center for cultural arts in the community. Kearney shared details about meetings with the Tuthill House resource group, including a person from the Board of Preservation, some representatives of the Tuthill Park neighborhood, as well as a City Council member, a Park Board member, and the City Neighborhood and Preservation Planner. This group will determine the extent of what the improvements could be to the house and present an update to the City Council in March. The goal will be to create a vision for the house and surrounding area going forward. The Midco® Aquatic Center has transitioned back to being fully open as of Labor Day. Attendance is back to normal, and the food vendor is again open in the facility. Parks and Recreation is gearing up for a normal summer with all activities going forward; pools will be open and sports events will be happening. The City-owned public golf courses had a banner year. There was a slowdown in March and April due to COVID, but the rest of the year ticked up rapidly as people were able to enjoy the courses while still practicing social distancing. Stay-and-play options with Elmwood Golf Course and the adjacent hotel were very successful for 2020. Many other events were canceled due to COVID, freeing up much more room availability and allowing more people to take advantage of stay-and-play golf outings. Work at the Pergolas and Lion’s Den at Terrace Park continues through the winter and is expected to wrap up by spring. Items Added After the Agenda Deadline None.
