Unofficial minutes to be approved at the March17, 2021 meeting February 17, 2021 A REGULAR MEETING OF THE SIOUX FALLS PARKS AND RECREATION BOARD was held on Wednesday, February 17, 2021, at 4 p.m. at the City Center. Roll Call and Determination of Quorum Members present: Jim Stavenger, Ann Nachtigal, Todd Sundleaf, Mike Begeman, Mick Conlin, Rick Weber, and Brooke Wegener. Members absent: None. Parks and Recreation staff present: Don Kearney, Director of Parks and Recreation; Jackie Nelson, Administrative Manager; Kelby Mieras, Operations Manager; Mike Patten, Park Development Specialist, Rita Meyer, Administrative Assistant; and Lisa Lewars, Recreation Program Specialist. Others present: Karen Leonard, City Attorney’s Office; Jim Wiederrich, Woods Fuller Law Firm; Andy Patterson, Sioux Falls Area Community Foundation; and Robin Houwman, resident. Approval of Minutes (January 20, 2021) A motion to approve the minutes was made by Nachtigal and seconded by Begeman. Motion passed unanimously with all present Board members voting yes. Public Input No public input. Report of Standing Committees The Marketing and Public Needs Committee met and discussed all items on the agenda. The Park System Planning and Development Committee met and discussed all items on the agenda. The Partnerships and Recreation Committee met and discussed all items on the agenda, as well as the Tuthill House and the Municipal Band. Unfinished Business No unfinished business. Under New Business Jacobson Plaza at Falls Park Conditional Gifting and Naming Agreement: Kearney, Patten, and Wiederrich shared details of the proposed plaza development, including a refrigerated ice ribbon and an all-inclusive playground, to be located at Falls Park West. This gifting agreement is unique in that it will also include a separate fund for future replacement/improvement needs associated with the plaza. A motion to recommend approval of the Conditional Gifting and Naming Agreement was made by Begeman and seconded by Weber. Motion passed unanimously with all present Board members voting yes. Jacobson Plaza at Falls Park Naming Application: Patten shared details of the Naming Application for the Jacobson Plaza at Falls Park. A motion to recommend approval of the Naming Application was made by Nachtigal and seconded by Begeman. Motion passed unanimously with all present Board members voting yes. km003 1 February 17, 2021 Gate Fee Application: Nelson shared details of the applications from various sports associations to charge gate fees at softball and baseball tournaments throughout the summer of 2021. A motion to approve the gate fee applications was made by Nachtigal and seconded by Wegener. Motion passed unanimously with all present Board members voting yes. Policies and Guidelines: Nelson shared updates made to our Policies and Guidelines. Board members had some questions regarding the wording pertaining to political party candidates. A motion to defer the Policies and Guidelines updates to next month was made by Weber and seconded by Conlin. Motion passed unanimously with all present Board members voting yes. Report of Director of Parks and Recreation: Kearney shared that ice rinks are closed for the season with their last day being February 15. Parks and Recreation is gearing up for a normal summer with all activities going forward; pools will be open and sports events will be happening. Kearney also shared some details regarding how the Tuthill House meetings are progressing with the Resource Group. There will be a Tuthill House neighborhood meeting on February 24. A status report will be shared at the March 2 City Council meeting. Patten shared updates regarding the chairlift replacement that will be happening at Great Bear. Demo will begin mid-March with the new lift being installed during the off-season. Mieras shared some updates regarding the EAB Response Plan. Trees are being removed as scheduled, and crews are on track with the plan. This year, a stump removal contractor has been added to keep up with the pace of removing stumps. A volunteer day is scheduled this spring for planting new trees throughout many parks in the city. Items Added After the Agenda Deadline None. Reading of Communications to the Board None.
