A REGULAR MEETING OF THE SIOUX FALLS PARKS AND RECREATION BOARD
was held on Wednesday, March 17, 2021, at 4 p.m. at the Midco® Aquatic Center.
Roll Call and Determination of Quorum
Members present: Jim Stavenger, Ann Nachtigal, Mike Begeman, Mick Conlin, Rick
Weber, and Brooke Wegener.
Members absent: Todd Sundleaf.
Parks and Recreation staff present: Don Kearney, Director of Parks and Recreation;
Jackie Nelson, Administrative Manager; Kelby Mieras, Operations Manager; Mike
Patten, Park Development Specialist; and Rita Meyer, Administrative Assistant.
Others present: Karen Leonard and Keith Allenstein, City Attorney’s Office; Jan Wood,
Crystal Ice Concessions; Russ Harter and Trey Gross, SD Junior Football.
Approval of Minutes (February 17, 2021)
A motion to approve the minutes was made by Begeman and seconded by Nachtigal.
Motion passed unanimously with all present Board members voting yes.
Public Input
No public input.
Report of Standing Committees
The Marketing and Public Needs Committee met and discussed all items on the agenda.
The Park System Planning and Development Committee met and discussed all items on
the agenda. The Partnerships and Recreation Committee met and discussed all items
on the agenda. Each committee also had some preliminary discussion regarding the CIP
budget.
Unfinished Business
Stavenger mentioned that Nachtigal will be the board representative on the selection
committee for the upcoming Falls Park Design Competition.
Under New Business
Crystal Ice Concessions Agreement Amendment: Nelson shared details of the
amended agreement with Crystal Ice Concessions. Jan Wood also shared some of the
challenges faced in the past year. After some discussion, a motion to approve the
amended agreement was made by Begeman and seconded by Weber. Motion passed
unanimously with all present Board members voting yes.
South Dakota Junior Football Gifting Agreement: Nelson and Russ Harter shared
details of the gifting agreement of an insulated heating unit in the Junior Football building
at the Sanford Sports Complex. A motion to approve the gifting agreement was made by
Weber and seconded by Nachtigal. Motion passed unanimously with all present Board
members voting yes.
Policies and Guidelines: Nelson shared updates to our policies and guidelines, including
some clarification of questions that came out of last month’s meeting. A motion to approve

the policies and guidelines was made by Wegener and seconded by Begeman. Motion
passed unanimously with all present Board members voting yes.
Report of Director of Parks and Recreation: Patten shared updates on the Falls Park
Design Competition RFQ that was issued in February. This week, 23 interested parties
from 15 different states took part in a Webex conference call regarding the RFQ. The
proposals will be scored in April with top four to five firms being invited to compete in the
competition.
Patten also shared details regarding the chairlift replacement that is happening at Great
Bear now that they are closed for the season. The new chairlift is expected to be up and
running in time for next winter ski season.
Kearney shared that summer 2021 should be a normal summer with all programs fully
staffed and operational. Long-term summer hiring is strong with emphasis now moving
toward hiring short-term employees.
Mieras shared that we will be utilizing volunteers to help plant 355 trees across 12 parks
in two days on April 30 and May 1.
