A REGULAR MEETING OF THE SIOUX FALLS PARKS AND RECREATION BOARD
was held on Wednesday, June 16, 2021, at 4 p.m. at the Morningside Community
Center.
Roll Call and Determination of Quorum
Members present: Jim Stavenger, Ann Nachtigal, Rick Weber, Todd Sundleaf, Mike
Begeman, and Brooke Wegener.
Members absent: Mick Conklin.
Parks and Recreation staff present: Don Kearney, Director of Parks and Recreation;
Jackie Nelson, Administrative Manager; Kelby Mieras, Operations Manager; Tory
Miedema, Park Development Specialist; and Rita Meyer, Administrative Assistant.
Others present: Karen Leonard, City Attorney’s Office; Kathy English and Margaret
Blomberg, Tuthill Neighborhood Association; Diane DeKoeyer and Dustin Powers, City
of Sioux Falls Planning and Development Services; and Luke Jessen, Lloyd Companies.
Approval of Minutes (May 19, 2021)
A motion to approve the minutes was made by Nachtigal and seconded by Begeman.
Motion passed unanimously with all present Board members voting yes.

Unfinished Business
None.
Under New Business
Tuthill House Gifting Agreement: Mieras shared details of the Gifting Agreement and
also shared concept drawings of the exterior of the property. This Gifting Agreement will
provide for exterior and interior house renovations and hardscaping to be funded and
completed by the Tuthill Neighborhood Association. Upon satisfactory completion, the
improvements will become City property. After some discussion, a motion to recommend
approval of the Gifting Agreement was made by Weber and seconded by Nachtigal.
Motion passed unanimously with all present Board members voting yes.
Due to a conflict of interest, Wegener recused herself from items 5.b., c., d., and e. of
the agenda.
Greenway Phase 3/Sioux Steel Redevelopment and Land Transfer Easements:
Dustin Powers shared a power point presentation showing details of the redevelopment
of the Sioux Steel property and the multiple easements involved. After some discussion,
a motion to recommend approval of the redevelopment was made by Begeman and
seconded by Weber. Motion passed unanimously with all present Board members voting
yes.
Park Purpose Recommendation—Parking Concept at Levitt Shell East Edge
located in Falls Park West, along with the west edge of Kiwanis Park: A motion that
the Park Board finds the parking concept would be open and available at all times to the
public was made. It further finds such parking stalls as described in the parking concept
would provide a convenient supply of parking that would benefit not only access to Levitt
Shell but also direct access to Kiwanis Park and the Phase III of the Big Sioux River
Greenway. Motion was made by Nachtigal and seconded by Sundleaf. Motion passed
unanimously with all present Board members voting yes.

A motion recommending the parking concept adding 35 parking stalls (31 automobile,
4 bus) located at the Levitt Shell East and 4 parking stalls located along the west edge of
Kiwanis Park) constitutes an appropriate park purpose pursuant to SDCL 9-38-35 was
made by Nachtigal, and seconded by Sundleaf. Motion passed unanimously with
present Board members voting yes.
Proposed roads through park property pursuant to SDCL 9-38-36:
Extension of 4th Street into Falls Park
Construction of road along Levitt East edge
Construction of road along the west edge of Kiwanis Park
A motion recommending that the City Council consent to the construction of the three
roadways (one will be located along the west edge of Kiwanis Park. The second will be
along the Levitt East Edge.). Lastly, Lloyd intends to extend 4th Street into Falls Park on
parkland pursuant of SDCL 9-38-36. A motion was made by Weber and seconded by
Nachtigal. Motion passed unanimously with all present Board members voting yes.

Grant of Permanent Easement for a Fire Hydrant, (“Easement G”)
A motion to recommend approval of all easements was made by Begeman and
seconded by Weber. Motion passed unanimously with all present Board members voting
yes.
Wegener returned to the meeting.
Report of Director of Parks and Recreation: Kearney shared the status of pool
openings and staffing. He also shared that City golf courses have been extremely busy
with the warm weather. He touched base on some CARES ACT funding and the
American Rescue Plan. He also stated there may be more projects that will be able to be
completed with these funds. The ordinance change proposed for motor scooters at last
month’s meeting did not pass at the City Council level. The Great Bear Recreation Park
chairlift is on track with larger pieces being built off-site at this time.
