A REGULAR MEETING OF THE SIOUX FALLS PARKS AND RECREATION BOARD
was held on Wednesday, July 21, 2021, at 4 p.m. at the MariCar Community Center.
Roll Call and Determination of Quorum
Members present: Jim Stavenger, Ann Nachtigal, Rick Weber, Todd Sundleaf, Mike
Begeman, and Brooke Wegener.
Members absent: Mick Conklin.
Parks and Recreation staff present: Don Kearney, Director of Parks and Recreation;
Jackie Nelson, Administrative Manager; Kelby Mieras, Operations Manager; Tory
Miedema, Park Development Specialist; and Rita Meyer, Administrative Assistant.
Others present: Karen Leonard, City Attorney’s Office; Teresa Cauwels, newly-
appointed Park Board member.
Approval of Minutes (June 16, 2021)
A motion to approve the minutes was made by Begeman and seconded by Sundleaf.
Motion passed unanimously with all present Board members voting yes.

Under New Business
“Sea Dream” Placement Recommendation: Patten shared details of why the “Sea
Dream” sculpture is being moved from downtown and how the new location at Prairie
Green Golf Course was determined. Placement has been recommended for approval by
the Visual Arts Commission. The sculpture has been restored through a gifting
agreement with Sioux Steel Company. A motion to recommend approval of the sculpture
placement was made by Begeman and seconded by Nachtigal. Motion passed
unanimously with all present Board members voting yes.
Years of Service Recognition—Todd Sundleaf: Kearney presented Todd Sundleaf
with a plaque and thanked him for his five years of service on our Parks and Recreation
Board. A short video was also shown depicting the highlights of the Board’s work during
Todd’s time of service.
Report of Director of Parks and Recreation: Kearney shared that the City Council has
approved gifting agreement, easements, and park purpose resolution to allow the Sioux
Steel development and the Downtown River Greenway Phase 3 development. He also
shared that we will soon begin the gradual closing of outdoor pools as we lose staff due
to school activities starting like we normally do each year. Golf courses continue to be
very busy over the summer. Geese complaints at Prairie Green has been the primary
complaint this year. The 2020 annual report was also distributed to Board members, and
Kearney shared how different the annual report numbers were due to COVID.

Patten shared details about the progress of the new chair lift at Great Bear, which is a bit
ahead of schedule, and expected to be completed by the end of September. Mieras
shared details of the results of the raffle of chairs from the old chair lift with more than
$30,000 being raised.
