Legal Description: The S1/2 of the SW1/4, the N1/2 of the NW1/4, and a portion of the N1/2 of the NE1/4 all in Section 23-T102-R49W, Mapleton Township Addition, As Shown by Exhibit, City of Sioux Falls, Minnehaha County, SD A motion was made by Dave Van Nieuwenhuyzen and seconded by Janet Kittams to approve Item 2F. Voice vote to approve. 5 Yes: Dana Fisher, Janet Kittams, Erica Mullaly, Erik Nyberg, Dave Van Nieuwenhuyzen; 0 No: (None). Motion Passed. G. Petition: SUB-P-021178-2025: Preliminary Subdivision Plan for Interstate Crossings Addition located south of E. 72nd St. N. and west of S. 467th Ave. Legal Description: The NE1/4 and All That Part of the SE1/4 N. of H-1, Section 27-T102-49W, Mapleton Township, City of Sioux Falls, Minnehaha County, SD 3. CONSENT AGENDA APPROVAL A motion was made by Janet Kittams and seconded by Erik Nyberg to amend the Consent Agenda by moving Item 2F to the Regular Agenda. Voice vote to amend. 5 Yes: Dana Fisher, Janet Kittams, Erica Mullaly, Erik Nyberg, Dave Van Nieuwenhuyzen; 0 No: (None). Motion Passed. REGULAR AGENDA Chairperson Aaron Norman recused himself from the meeting at this time. 4. REGULAR AGENDA APPROVAL Item 2F was heard at this time. See Item for action taken.  A motion was made by Erica Mullaly and seconded by Janet Kittams to approve the Regular Agenda. Voice vote to approve. 5 Yes: Dana Fisher, Janet Kittams, Erica Mullaly, Erik Nyberg, Dave Van Nieuwenhuyzen; 0 No: (None). Motion Passed. 5. REGULAR AGENDA PETITIONS A. Petition: Deferred from the Meeting of Wednesday, May 7, 2025; CU-021025- 2025: Conditional Use Permit to convert a non-conforming off-premises sign from static to electronic message center located at 2010 S. Minnesota Ave. Pending motion from the Meeting of Wednesday, May 7, 2025: Motion to approve by Erik Nyberg and seconded by Dana Fisher. A motion was made by Erik Nyberg and seconded by Dave Van Nieuwenhuyzen to amend "the Electronic Message Sign on the south side of the off-premises sign shall not exceed 14' x 24'. This shall not limit the total signage allowed on the south side of the off-premises sign from being up to 14' x 48'". Voice vote to amend. 4 Yes: Mike Gray, Erik Nyberg, John Paulson, Dave Van Nieuwenhuyzen; 1 No: Dana Fisher. Motion Passed. Legal Description: The N 11' of Lot 12 and All of Lot 13, Block 2, Jackson Park Addition, City of Sioux Falls, Minnehaha County, SD A substitute motion was made by Erik Nyberg and seconded by Janet Kittams to amend “the Electronic Message Sign on the south side of the off-premises sign shall not exceed 504 square feet”. Voice vote to amend. 2 Yes: Janet Kittams, Erik Nyberg; 2 No: Dana Fisher, Dave Van Nieuwenhuyzen. Erica Mullaly broke the tie with a ‘No’ vote. Motion Failed. A substitute motion was made by Dana Fisher and seconded by Dave Van Nieuwenhuyzen to amend “the Electronic Message Sign on the south side of the off- premises sign shall not exceed 672 square feet”. Voice vote to amend. 2 Yes: Dana Fisher, Dave Van Nieuwenhuyzen; 2 No: Janet Kittams, Erik Nyberg. Erica Mullaly broke the tie with a ‘Yes’ vote. Motion Passed. Chairperson Aaron Norman returned to the meeting at this time. B. Petition: REZ-021056-2025: Rezoning from the AG Agriculture District to the CN Conservation, RS Single-Family Residential—Suburban, RD-2 Townhome Residential—Suburban, LW Live-Work, and O Office Districts located south of Slip Up Creek Rd. and east of S. 476th Ave. Legal Description: The S1/2 of the SW1/4, the N1/2 of the NW1/4, and a Portion of the N1/2 of the NE1/4 all in Section 23-T102-R49W, Mapleton Township Addition, As Shown by Exhibit, City of Sioux Falls, Minnehaha County, SD  A motion was made by Erik Nyberg and seconded by Dave Van Nieuwenhuyzen to approve Item 5B. Voice vote to approve. 5 Yes: Dana Fisher, Janet Kittams, Erica Mullaly, Erik Nyberg, Dave Van Nieuwenhuyzen; 0 No: (None). Motion Passed. 6. PUBLIC INPUT ON NON-AGENDA ITEMS (5-MINUTE COMMENT PERIOD PER INDIVIDUAL) There was none. NEW BUSINESS There was none.
