MINUTES Tuesday, March 12, 2013 Public Services Committee 5:25 PM Carnegie Town Hall 235 West 10th Street Members Present: Council Member Sue Aguilar, Council Member Kenny Anderson Jr., Council Member Michelle Erpenbach, and Council Member Dean Karsky Members Absent: None Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; and Jim David, Legislative/Operations Manager Guests: Council Members Jim Entenman and Rex Rolfing 1. Call To Order Committee Chair Kenny Anderson Jr. called the meeting to order at 5:25 p.m. 2. Review and approval of Minutes dated February 12, 2013 A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Dean Karsky to approve the minutes. Anderson Jr. called for a voice vote and all members present voted yes. Motion Passed. 3. Naming Rights Ordinance by David Pfeifle, City Attorney Dave Pfeifle, City Attorney stated that the proposal was modeled after an Omaha, NE ordinance, and requires City Council oversight and basic guidelines for the naming of city property. Input received from city departments and stakeholders assisted in this ordinance’s development. These entities, which included the Washington Pavilion and Great Plains Zoo, also received a final draft and notification of the Public Services Committee meeting. Discussion was held regarding commemorative renaming, fees, and applications. A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Sue Aguilar to strike from section 30.066 Commemorative Renaming (a), the last sentence which reads: "The application shall be accompanied by an application fee of $100.00." Anderson Jr. called for a voice vote and all members present voted yes. Motion Passed. A motion was made by Council Member Sue Aguilar and seconded by Council Member Michelle Erpenbach to move this item forward, as amended, for review by the full City Council. Anderson Jr. called for a voice vote and all members present voted yes. Motion Passed. 4. Open Discussion Council Member Sue Aguilar requested an update regarding the taxi cab ordinance. Anderson Jr. stated an administrative task force has been formed to review the taxi cab ordinances. The City Attorney's Office, the Police Department and the Licensing Specialist will be reviewing the ordinance for future amendments. Anderson Jr. stated the proposed amendments will be reviewed again by the Public Services Committee in April or May, 2013. Council Member Dean Karsky asked for the names of the members of the two task forces. Jim David, Legislative/Operations Manager clarified that the group reviewing the taxi ordinances is not a task force but is considered a working group that consists of city staff. The names of the members of the Sprinkler Task Force will be provided to Karsky. 5. Adjournment A motion was made by Council Member Sue Aguilar and seconded by Council Member Dean Karsky to adjourn the meeting at 5:56 p.m. Anderson Jr. called for a voice vote and all members present voted yes.
