Public Services Committee Meeting

MINUTES Tuesday, September 10, 2013 Public Services Committee 4:53 PM Carnegie Town Hall 235 West 10th Street Members Present: Council Member Kenny Anderson Jr. and Council Member Michelle Erpenbach Members Absent: Council Member Dean Karsky and Council Member Sue Aguilar Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Jim David, Legislative/Operations Manager; and David Bixler, Budget Analyst 1. Call To Order Committee Chair Kenny Anderson Jr. called the meeting to order at 4:53 p.m. 2. Review and approval of Minutes dated July 9, 2013 Due to a lack of a quorum, no vote taken. Per the Chair’s direction, the minutes will be filed. 3. Taxi Cab Ordinance Review by Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, provided an overview of proposed amendments to the Vehicle For Hire ordinance. Topics covered included: the original ordinance language; rate increases; rate surcharges; timelines and presentations made to the Public Services Committee; ordinance reviews by city departments; comparisons to Fargo, Sioux City, Cedar Rapids and Rochester; no changes proposed to taxi cab rates; and the number of licensed taxi cab companies and owners. David gave an update on the process for the ordinance review indicating the following steps: review and recommendations made by the Public Services Committee; 1st Reading review and discussion at a City Council Meeting; 2nd Reading review and discussion at a City Council Meeting (additional opportunity for input from the public at this time) and action taken. Because there is not a quorum present at this meeting, this item will be automatically moved to the Public Services Committee on Tuesday, October 8, 2013, immediately  following the conclusion of the 4:00 p.m. Informational Meeting. David reviewed some of the proposed changes to the ordinance. Discussion followed. 4. Open Discussion Anderson Jr. opened the meeting to public input. The following individuals provided feedback and suggestions regarding the proposed ordinance: Tom Werner, 1st Choice Taxi; Richard Carlson, Rico’s Taxi; Jozef Barszcz, Pick A Cab LLC; Joseph Goodface, Falls Metro Taxi; and Todd Slade, Quicksilver Taxi. Anderson Jr. thanked everyone for their participation. He stated invitations would again be sent out for the next Public Services Committee Meeting in October. He stated that he is readily available for any questions or concerns from the taxi cab companies. 5.
