MINUTES Tuesday, October 8, 2013 Public Services Committee 5:10 PM Carnegie Town Hall 235 West 10th Street Members Present: Council Member Kenny Anderson Jr., Council Member Michelle Erpenbach, Council Member Dean Karsky, and Council Member Sue Aguilar Members Absent: None Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Jim David, Legislative/Operations Manager; and David Bixler, Budget Analyst Guests: Byron Corcoran, Centrodyne Corporation, via a conference call 1. Call To Order Council Chair Kenny Anderson Jr. called the meeting to order at 5:10 p.m. 2. Review and approval of minutes dated September 10, 2013 A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Sue Aguilar to approve the minutes. Anderson Jr. called for a voice vote and all members voted yes. Motion Passed. 3. Paratransit Taskforce by Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager provided an update on the Paratransit Taskforce. The Public Services Committee will be working in conjunction with the Planning and Building Services Department to develop options for Paratransit. Discussion followed. 4. Taxi Cab Ordinance Review by Jim David, Legislative/Operations Manager David made opening remarks and introduced Byron Corcoran, of the Centrodyne Corporation of America. Corcoran joined the meeting via a conference call and provided information regarding taximeters, GPS capabilities in meters, costs, installation, and manufacturing information. He explained that Centrodyne has been designing and building taximeters since 1968. Discussion followed. David provided information regarding the proposed ordinance revisions. Some subjects discussed were: taxicab definition; inspections; removing the surcharge; qualifications of a taxicab business; driver prohibitions; technical standards; regional comparisons; regional taxi fares and fees. David stated additional committee discussion topics included: a grandfather clause; requiring drug/alcohol testing following an accident; regulating taxicab coloration; transferring a license from a salvaged title; and fee/taxi fare changes. Discussion followed. Anderson Jr. opened the meeting to public testimony. Feedback was received on the following topics: insurance requirements and levels; taxicab office stipulations; hours of operation; transferring taxi calls to other taxi owners; safety standards; background checks on taxi applicants; establishments providing transportation to customers; and combining independent owners/operators. Discussion followed. Anderson Jr. stated he and Council Member Sue Aguilar met with Mayor Mike Huether last week to discuss the proposed changes to the ordinance. Huether's administration will be reviewing the information and may be requesting additional revisions. Anderson Jr. stated that the enforcement of the ordinance is being reviewed. Anderson Jr. stated that this topic will be reviewed again at the Public Services Committee Meeting on Tuesday, November 5, 2013. This meeting will include feedback from the Administration regarding how to enforce the ordinance. 5. Open Discussion There was none. 6. Adjournment A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Sue Aguilar to adjourn the meeting at 6:44 p.m. A voice vote was taken and all members voted yes.
