1. Call To Order
Committee Chair Christine M. Erickson called the meeting to order at 4:46 p.m.
2. Review and approval of Minutes dated May 13, 2014
A motion was made by Michelle Erpenbach and seconded by Rick Kiley to approve the
minutes. Erickson called for a voice vote and all members present voted yes.
Motion Passed.
3. 2012 International Property Maintenance Code: Heat Supply by Greg
Jamison, City Council Member; Ron Bell, Chief Building Services
Official; and Jim David, Legislative/Operations Manager.
Ron Bell, Chief Planning and Zoning Official, reviewed the background on the Property
Maintenance Code that defines the minimum for life safety standards/requirements
in existing structures. Bell reviewed the following information as stated in Section 602.2
and 602.3. Discussion followed.
Council Member Greg Jamison explained that he had approached this subject at an
Informational Meeting based on feedback he had received from a citizen. Jamison asked
if the dates in the ordinance could be adjusted to allow flexibility for the landlords and to
allow for weather changes in our state.
Michael Gillispie, Senior Hydrologist for the National Weather Service, spoke
regarding climate and global temperature changes. The attached chart was referenced
and discussed.

A motion was made by Michelle Erpenbach to change the heat supply ending date from
April 30 to May 15.
Rick Kiley asked if it was necessary to also change the heat supply start date from
September 1 to September 15. Kiley would like more information regarding daytime
temperatures.
Dan Siefken, Director of Government Affairs for the South Dakota Multi-Housing
Association, spoke regarding the proposed changes. He explained the differences
between the boiler system and the cooling system.
Erickson asked for a second on the initial motion.
Motion Dies For Lack Of A Second.
4. Open Discussion
There was none.
5. Adjournment
A motion was made by Michelle Erpenbach and seconded by Rick Kiley to adjourn the
meeting at 5:03 p.m. Erickson adjourned the meeting.
