MINUTES Tuesday, July 8, 2014 Public Services Committee 5:40 PM Carnegie Town Hall 235 West 10th Street Members Present: Council Member Michelle Erpenbach, Council Member Rick Kiley, Council Member Christine M. Erickson, and Council Member Kermit L. Staggers Members Absent: None Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order Committee Chair Christine M. Erickson called the meeting to order at 5:40 p.m. 2. Review and approval of minutes dated June 10, 2014 A motion was made by Michelle Erpenbach and seconded by Rick Kiley to approve the minutes. Erickson called for a voice vote and all members present voted yes. Motion Passed. 3. Commercial Pedal Cars by Jim David, Legislative/Operations Manager; Keith Allenstein, Assistant City Attorney; and Jamie Palmer, Licensing Specialist Jim David, Legislative/Operations Manager, reviewed a PowerPoint presentation covering the following data: Definition of a Commercial Pedal Car; City Ordinances; Carrier Licenses; and review of the ordinance in St. Paul, Minnesota, including safety information. Jamie Palmer, Licensing Specialist, provided an update on alcohol license information as relayed from the Department of Revenue. South Dakota Codified Law 35-1-5.6 was reviewed. Discussion followed. 35-1-5.6. Consumption of alcoholic beverages on on-sale premises from which beverage not purchased as misdemeanor. It is a Class 2 misdemeanor for any person to consume any alcoholic beverage upon the premises of a licensed on- sale dealer if the alcoholic beverage was not purchased from the on-sale dealer.
