MINUTES Tuesday, July 14, 2015 Public Services Committee 4:45 PM Carnegie Town Hall 235 West 10th Street Members Present: Council Member Kenny Anderson Jr., Council Member Christine M. Erickson, Council Member Michelle Erpenbach, and Council Member Kermit L. Staggers Members Absent: None Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Jim David, Legislative/ Operations Manager; and David Bixler, Budget Analyst Guests: Council Members Greg Jamison, Dean Karsky, Rick Kiley, and Rex Rolfing 1. Call To Order Committee Chair Christine M. Erickson called the meeting to order at 4:45 p.m. 2. Review and approval of minutes dated June 9, 2015 A motion was made by Michelle Erpenbach and seconded by Kenny Anderson Jr. to approve the minutes. A voice vote was taken and all members voted yes. Motion Passed. 3. 85th Street Interchange by Erica Beck, Project Manager for Landowner's Group; Rich Cutler, Landowner; Jim Schmidt, Lincoln County Commissioner; and Toby Morris, Dougherty & Company Erica Beck, Project Manager for Landowner's Group, provided opening remarks regarding the 85th Street Interchange project. Beck reviewed the following PowerPoint Presentation slides: Outline; Project Overview; Estimated Cost of Project; Regional Impact; and Next Steps. Council Member Michelle Erpenbach and Mike Cooper, Director of Planning and Business Services, discussed the project timeline, as indicated on the map, and the budgetary considerations for this project. Discussion was held about changing the timeline to complete this project sooner than 2020. Beck added additional information regarding the timeline and the funds. Discussion followed. The following individuals provided additional information and feedback.  Rich Cutler, Land Owners Group; Jim Schmidt, Lincoln County Commissioner; Toby Morris, Dougherty & Company. Morris gave a PowerPoint presentation on Community Improvement Districts (CID); Mike Cooper, Director of Planning and Building Services, for the City of Sioux Falls; David Pfeifle, City Attorney; Kevin Nyberg, Ace Hardware; Schmidt provided additional comments about the timeline; Erpenbach and Erickson responded to the comments by encouraging the Council to participate and work towards making this project a reality. Darin Bergquist, Secretary of the South Dakota Department of Transportation; Erpenbach volunteered to join this group for further review and discussion. She recommended bringing back an update to the committee at a meeting in the near future. Erpenbach recommended rescheduling a Public Services Committee Meeting in August that does not conflict with the budget schedule. Council Members Kenny Anderson Jr. and Kermit L. Staggers both agreed with holding a meeting in August for this purpose. Committee Chair Erickson thanked all of the participants for bringing this information forward to the Public Services Committee. A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Kenny Anderson Jr. empowering the members of this committee to participate in future conversations with the 85th Interchange team. All members voted yes. Motion Passed. 4. Open Discussion There was none. 5. Adjournment Committee Chair Christine M.
