MINUTES Tuesday, March 13, 2018 Public Services Committee 5:26 PM Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Theresa Stehly, Marshall Selberg, and Pat Starr Members Absent: None 1. Call To Order Committee Chair Christine M. Erickson called the meeting to order at 5:26 p.m. 2. Approval of Minutes A. Meeting of October 10, 2017 A motion was made by Marshall Selberg and seconded by Theresa Stehly to approve the minutes. Erickson called for a voice vote. All members voted yes. Motion Passed. 3. Reports and Updates A. Drug Prevention, Treatment and Enforcement by Marty Jackley, Attorney General Presentation: Approximately 15 minutes followed by discussion Jackley provided the following PowerPoint presentation: A Social Media Video from Augustana students Wallace and Christenson; The Meth Problem; South Dakota's Growing Epidemic; Prescription Drug Monitoring - 2017 Most Prescribed Drugs; Project Standup -Stand Up to Illegal Drugs; and Project Stand Up Tips by City & Drug Type. Discussion followed regarding: the three-prong approach to handling drug abuse (prevention-treatment-reasonable enforcement); State-wide drug treatment facilities; Partnership approach to funding the treatment facilities; an ongoing National Investigation regarding lawsuits against opioid manufacturers; Statistical information regarding prescription drugs in South Dakota; the main focus for preventative measures; the correlation between crime rates and drug usage; increasing penalties for meth use; penalties for manufacturers, dealers and possession cases; and Senate Bill 63 which deals with manufacturers and dealers. B. Sioux Falls Police 2017 Crime Statistics by Matt Burns, Chief of Police  Presentation: Approximately 15 minutes followed by discussion. Burns reviewed the following PowerPoint presentation slides: 2017 Crime Statistics; Calls For Service; and Part 1 Violent Crimes and Property Crimes per 1,000 Population in Relation to Population Growth. Discussion followed regarding: police presence in neighborhoods; the definitions of certain crimes; the variation in the number of calls from year to year; violations related to driving vehicles; distracted driving; the responsibilities of the street crime unit; and the variation in the amount of drugs confiscated. Sierra Broussard provided public input about crime activity in the city. Additional discussion was held regarding: reporting crimes and the Neighborhood Watch Program. Minnehaha County Sheriff Mike Milstead responded to inquiries regarding: who funds the jail, the public defenders offices, etc.; the number and types of warrants and orders served by the Sheriff's Office; the five year trend of what crimes are increasing; the increase of meth and opioids coming into the city; the increase in drug related overdoses in the city; his concern for the safety of the citizens and his staff due to the increase in drug users in the city; the fact that additional crimes are being caused by drug use; the need for affordable treatment facilities in the state; whether or not there is gang presence in the city. Kari Benz, Minnehaha County Human Services, provided additional information regarding the triage center and the types of services it provides. 4. Open Discussion Stehly expressed appreciation for the subject matter and discussion held at the meeting. 5. Adjournment Committee Chair Christine M.
