Members Present: Janet Brekke (arr. 5:49 p.m.), Greg Neitzert, Curt Soehl, and Theresa Stehly
1. Call To Order
Committee Chair Curt Soehl called the meeting to order at 5:48 p.m. and welcomed the
audience to the meeting. Note: The first 20 seconds of the meeting’s audio were
inadvertently unrecorded.
2. Approval of Minutes
A. Tuesday, March 13, 2018
A motion was made by Theresa Stehly and seconded by Greg Neitzert to approve
the minutes.
A voice vote was taken. All members voted yes.
Motion Passed.
3. Reports and Updates
A. Chapter 57 Updates by Dustin Hansen, Landfill Superintendent
Presentation: Approximately 20 minutes followed by discussion
Hansen reviewed the following PowerPoint presentation: Sioux Falls Regional
Sanitary Landfill (SFRSL); Household Hazardous Waste Facility; Current
Collection System; Current Collection System; Solid Waste Planning Board;
Chapter 57 Ordinances; and Chapter 57 Ordinances Summary of Changes.
Discussion followed regarding: waiving certain fees in 2018 as part of a pilot
study; the Solid Waste Master Plan regarding organized collection; the number of
licensed haulers in the City; having multiple providers and the impact competition
has on service and costs; and whether or not there are tighter restrictions in trailer
court locations.
B. Natural Gas Fire Pits Downtown by Council Members Christine M. Erickson and
Greg Neitzert
Presentation: Approximately 15 minutes followed by discussion
Erickson and Neitzert reviewed the following PowerPoint slides: Josiah’s
Coffeehouse, Café & Bakery; May 21, 2018 Meeting; Administration
Recommendations; Great Bear Recreation Park, Sioux Falls; Main Street Square,
Downtown Rapid City; Rapid City; Fire Pit Regulatory Objective; and A vibrant,
innovative downtown.
Discussion followed regarding: South Dakota One Call; the structure and set up of
a fire pit after the business is closed; improving the downtown areas; the
safety, location and setup of the fire pits; and how this item pertains to right of
way fire pits only.
Erickson provided closing remarks and asked for the Committee's guidance
regarding future action. Members of the Committee encouraged them to move
forward with an ordinance regarding this topic but also suggested that the full
Council should review the information at a future Informational Meeting.
4. Open Discussion
There was none.
5. Public Comment
Joe Batcheller, President of Downtown Sioux Falls Inc., spoke about how Vail, Colorado
has been using this type of fire pit in their downtown area in a very safe and successful
manner for years.
Sierra Broussard spoke about safety concerns with these types of fire pits including how
inebriated people act around flames.
6. Adjournment
Committee Chair Curt Soehl adjourned the meeting at 6:37 p.m.
